Tribal alliance refers to a social organization in which several closely related tribes formed a temporary or permanent alliance at the end of primitive society due to certain needs (mainly war). It is a further expansion from clan combination to tribe. This is the first step for tribes to form a country. This alliance existed in ancient China and in Homer's time in ancient Greece.

Huangdi, Chiyou, Yao, Shun and Yu recorded in China ancient books are all leaders of tribal alliances. The nature of a tribal alliance is the same as that of a tribe, and its highest authority is the Council of the alliance, which is composed of tribal chiefs who participate in the alliance to discuss and decide all major matters related to the alliance.

The main function of tribal alliance is to take concerted action in military operations, such as attacking hostile tribes or dealing with foreign invaders. The Iroquois Tribal Alliance of American Indians (see Iroquois) is composed of five independent tribes, which have the conditions of bordering territories, similar dialects and similar clans.

The relationship between tribes in the Iroquois tribal alliance is equal, and all affairs within each tribe are handled independently by the tribe. There is an alliance committee composed of 50 hereditary chiefs.
