Article 5 says don't build dams everywhere, (monopolize water conservancy) don't stop neighboring countries from buying grain, and don't give rewards without reporting to the leaders. Now the governors have violated these five vows, so now the governors are sinners of the five tyrants. Encouraging the king's fault (because of obeying the king) is a small crime; It is a great sin to pander to the king's fault.
