1. Foreign language and computer exemption candidates
(1) Persons who meet one of the following conditions can be exempted from the foreign language exam:
1. Those with a government qualification at or above the provincial level Foreign visiting scholars with more than one year of study abroad experience recognized by the education, foreign affairs and other competent authorities, obtaining relevant certificates or certificates, and applying for intermediate and senior professional titles for the first time.
2. The foreign language test scores are passed when being promoted to deputy senior professional title, and the foreign language requirements are at the same level when applying for senior professional title.
3. Those who have published foreign monographs or translations of more than 50,000 words (first author).
4. Those who have graduated from a full-time doctoral program and obtained a doctorate degree can apply for a senior professional title; or those who have graduated from a full-time master's degree program and obtained a master's degree can apply for a deputy senior professional title; or those who have graduated from a full-time undergraduate program and obtained a bachelor's degree can apply for a deputy senior professional title. Those who apply for intermediate professional titles.
5. Participate in the National Foreign Language Test for Industrial and Commercial Enterprise Overseas Training Candidates (BFT) organized by the China Association for International Talent Exchange, and pass Level I to apply for an intermediate professional title, or pass Level A to apply for a senior professional title.
6. Young and middle-aged experts who have made outstanding contributions to the country or province; or have entered the first and second level candidates of the national "New Century Hundreds and Thousands of Talents Project" or the first place in the provincial "New Century High-Level Talent Project" level candidates; or those who enjoy special allowances from the State Council or provincial government special allowances; or those who have won the third prize or above of the National Science and Technology Award or the second prize or above of the Provincial Science and Technology Award (Social Science Outstanding Achievement Award) or the top 4 first prizes of the City or State Science and Technology Award Personnel; or those who have outstanding professional work ability and performance, have made important contributions in the industry or city or state in the province, and have been commended by the profession at the provincial or ministerial level or above, and apply for senior professional titles.
7. Those who work in units at or below the township level (including units directly affiliated with counties, cities and above in townships), and have been engaged in professional and technical work for more than 10 years, and apply for intermediate professional titles.
8. Men who are over 55 years old and women who are over 50 years old, who have been engaged in professional and technical work for more than 20 years and apply for high or intermediate professional titles.
9. Those engaged in professional and technical work such as clinical traditional Chinese medicine, ethnic medicine, literary creation, mass culture, art, arts and crafts, ancient book compilation, historical period archaeology with Chinese characteristics and national traditions (among them, clinical Traditional Chinese medicine, ethnic medicine, compilation of ancient books, archeology of historical periods, etc. should participate in the ancient medical literature or ancient Chinese examination organized by the province).
10. Those who have graduated from a full-time college or above majoring in foreign languages, are engaged in work in this major, and apply for the original second foreign language requirement for professional titles; or those who have graduated from a full-time undergraduate degree majoring in foreign languages ??and obtained a bachelor's degree apply for associate senior professional titles.
11. Apply for various series of junior professional titles.
12. Personnel applying for conversion series (professional) at the same level, who have taken the same foreign language examination as the current professional title level when being promoted to the previous professional title, and passed the test.
13. Those who are selected by the organization to participate in counterpart assistance to foreign countries, aid to Xinjiang, aid to Tibet, etc., and apply for professional title review during the service period.
(2) Anyone who meets one of the following conditions can be exempted from taking the computer test:
1. Those who participate in the computer software examination organized by the Personnel Department and obtain a qualification certificate or proficiency certificate.
2. Those who have graduated from technical secondary school or above majoring in computer science.
3. Those who are over 50 years old.
4. Professional and technical personnel working in units below the township level (including townships).
5. Those who are selected by the organization to participate in counterpart assistance to foreign countries, aid to Xinjiang, aid to Tibet, etc., and apply for professional title review during the service period.
II. Validity period of foreign language, computer examination and proficiency test scores
1. After April 16, 2004, those who participate in professional titles such as foreign languages ??and foreign languages ??that are organized by the country or the former province in accordance with the regulations Those who obtain a certificate of passing through the computer examination will be valid when applying for a professional title with the same promotion level requirements. Certificates obtained before April 16, 2004 are no longer valid (this regulation will be implemented from January 1, 2012). It is a policy-based score reduction and is clearly valid for the current year and will be invalid upon expiration.
2. The proficiency test scores are a necessary condition for participating in the review of professional titles at the corresponding level. The passing scores are calculated from the year of the test and are valid for three years.
3. The foreign language, computer examination and proficiency test scores of the personnel involved in the quantitative review pilot approved by the Provincial Vocational Reform Office shall be based on the "On the Issuance of the Pilot Opinions on the Quantitative Review of Qualifications for Professional and Technical Positions in Hubei Province" The relevant provisions of the "Notice" (E Zhong Gai Zi [2006] No. 7) shall be implemented. If accounting and other countries have other regulations, those regulations shall prevail.
3. Foreign language and computer knowledge and skills training objects and certificate validity period
(1) Personnel who meet one of the following conditions can participate in foreign language and computer knowledge and skills training:

Enterprises and institutions whose workplaces are outside the county (city) urban area, including provincial or city (state)-affiliated enterprises and institutions outside the county (city) urban area, engage in professional and technical work continuously Personnel with more than 3 years of service.
2. Persons who have been engaged in professional and technical work in agriculture, forestry, water conservancy, mining, surveying, mapping, exploration, roads and bridges, metallurgy, and construction in the wild and in harsh environments for more than 3 consecutive years.
The training certificates obtained by personnel who do not meet the training requirements for what they should know and should not be recognized during the review. Personnel who are exempt from the examination are not included in the training scope of what they should know and should know.
(2) Foreign language and computer skills training and assessment certificates are valid when applying for professional and technical positions at the same level.
