Two, the establishment of a new system of cultural state-owned assets management. In the past, enterprises that used state-owned assets in China were called "state-owned enterprises", which emphasized state ownership and state management, leading to excessive administrative intervention. Later, enterprises using state-owned assets were called "state-owned enterprises", which only emphasized state ownership and no longer emphasized state management, thus diluting government administrative intervention.
Third, establish a new cultural macro-control mechanism. In the cultural system reform, enterprises should obey the market and be bound by laws, economic policies and market rules, not the government. The government should take the initiative to determine its own activity boundaries, innovate the management mode of cultural enterprises, and change from administrative control to administration according to law.
Fourth, establish a real market subject. Establishing the dominant position of cultural enterprises in the market is the core of cultural system reform, and cultural industry departments should operate independently and be responsible for their own profits and losses within the scope of national laws, regulations and policies.
