Article 1 In order to implement the policy of opening archives, vigorously develop archives information resources and serve the construction of socialist material civilization and spiritual civilization, these Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and the Measures for the Implementation of the Archives Law of People's Republic of China (PRC). Article 2 Archives kept by national archives at all levels are generally open to the public for 30 years from the date of formation, and economic, scientific, technical and cultural archives can be opened in advance, and archives involving major interests such as national defense, diplomacy, public security and national security can be opened for 50 years from the date of formation. If the above-mentioned files need to be kept confidential or controlled according to the relevant provisions of the state, the files should continue to be extended. Article 3 National archives at all levels shall organize appraisal teams to timely appraise all archives that have reached the opening period. According to the relevant provisions of the state, archives that do not need to be kept confidential or controlled for use may be opened with the consent of the archives administration department at the same level and the necessary approval of the government at the same level. Article 4 Whether the archives kept by national archives at all levels are open or not shall be decided by the depositor or his legal heir. If there is no legal heir, the opening of its archives shall be handled by the relevant archives in accordance with the provisions of Articles 2 and 3 of these Measures. Article 5 Archives opened by national archives at all levels must be systematically sorted out and compiled with archives or archives-level open directory project Project for users to retrieve by themselves. Damaged or faded or diffused files should be repaired and protected, and ancient, precious and important files should be provided in copies instead of originals. Article 6 National archives at all levels shall have open archives reading rooms, equipped with necessary reading and copying equipment to provide convenience for users. Article 7 The procedures for using open archives in national archives at all levels are as follows: Mainland citizens with ID cards, work permits and letters of introduction can directly use them in archives. Compatriots from Taiwan, Hong Kong, Macao and overseas Chinese who have obtained the historical certificates of themselves and their relatives can use them directly in relevant files with valid certificates such as their home visit permit or ID card; The use of other open archives shall be introduced by the inviting unit, cooperative unit or receiving unit of the mainland, and an application shall be submitted to the National Archives Bureau or the relevant archives 30 days in advance to explain its identity, the purpose and scope of the use of archives and other relevant information. The procedures for foreign organizations and individuals to use China archives shall be handled in accordance with the Trial Measures for Foreign Organizations and Individuals to Use China Archives. Eighth users to the national archives at all levels to use open files, must obey the arrangement of the archives, abide by the relevant provisions, violators can be given advice or other disposal. If the archives are damaged in use, the archives may order the users to pay compensation or give other treatment according to the value of the archives. Ninth national archives at all levels to provide files, in accordance with the relevant provisions of the state, shall not be arbitrarily raised fees. Tenth national archives at all levels open files, users need to copy, must fill in the copy application form, approved by the curator, and the archives are responsible for handling. The content and quantity of files that can be copied shall be decided by the archives as appropriate. Eleventh national archives at all levels, the right to publish belongs to the archives and the relevant units authorized by the state. Documents extracted and copied by users may be cited in research works without violating the relevant provisions of the state, but they may not be published in any form without authorization. When users quote the contents of documents in writing, they should indicate the collection unit and document number of the documents. Archives encourage users to give their works or other academic achievements to them for writing with archives. Article 12 National archives at all levels shall actively carry out the compilation and publication of archival historical materials in the form of self-editing, co-editing with relevant units and entrusting relevant units or individuals to edit, and publish various forms of archival materials in a planned way to meet the needs of society and various commemorative activities. Thirteenth national archives at all levels shall not publish documents issued by higher authorities or historical archives whose ownership and management rights do not belong to the museum. The publication of documents of higher authorities shall be approved by the National Archives of the administrative region where the issuing authority is located; The publication of historical archives whose ownership and management rights do not belong to the library shall be approved by the archives with ownership and management rights in accordance with relevant regulations. Fourteenth national archives at all levels shall, at the end of each year, submit to the archives administration department at the same level and at the next higher level the catalogue of all cases of open archives this year, the number of archives and the significant benefits generated after utilization. Fifteenth national archives at all levels can formulate detailed rules for the implementation of this museum according to these measures.
