Regulations on Mongolian Language and Writing in Dorbod Mongolian Autonomous County (revised on 20 10)

Article 1 In order to guarantee and promote the study, use and development of Mongolian language and writing, these Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law on Regional National Autonomy of People's Republic of China (PRC) and the Regulations on the Autonomy of Dorbod Mongolian Autonomous County, and in combination with the actual situation of Dorbod Mongolian Autonomous County (hereinafter referred to as the Autonomous County). Second autonomous counties should adhere to the principle of equality of language and writing.

The organs of self-government of autonomous counties guarantee the rights of Mongolian citizens to use and develop their own spoken and written languages.

The organs of self-government of autonomous counties may use Mongolian and Chinese when performing official duties. The organs of self-government of third autonomous counties encourage citizens of all ethnic groups to learn from each other. Mongolian citizens learn Chinese while learning their own language, and encourage other citizens to learn Mongolian.

The organs of self-government of Autonomous County shall do a good job in the standardization of Mongolian language, do a good job in the popularization of Mongolian language among Mongolian citizens in a planned way, and promote the healthy development of Mongolian language. Fourth Autonomous County People's Government shall set up a Mongolian language office. Its duties are:

(a) to publicize, implement and enforce the relevant provisions of national laws and regulations and the national language policy, and ensure the implementation of these regulations;

(two) to formulate the development plan and specific measures for Mongolian language and writing work;

(three) to inspect, supervise and guide the study, use and translation of Mongolian language;

(4) Do a good job in the research, popularization and standardization of Mongolian;

(5) Organizing Mongolian language training;

(six) to coordinate the business relationship between the relevant departments in Mongolian language work;

(seven) to assist the relevant departments to do a good job in the evaluation of technical titles of Mongolian language and writing workers;

(eight) run Mongolian publications, establish Mongolian network information platform, and promote information exchange. Summarize Mongolian language work experience and exchange Mongolian language work achievements. Article 5 The organs of self-government of autonomous counties and their subordinate departments and township people's governments shall have a leader in charge of Mongolian language work and be equipped with full-time or part-time Mongolian language staff. Those who are engaged in Mongolian language and writing work shall be given corresponding post allowances. The organs of self-government of sixth autonomous counties will include the Mongolian language work funds in the financial budget, and increase year by year. Seventh Mongolian leading cadres of the organs of self-government of autonomous counties should take the lead in learning their own spoken and written languages.

The organs of self-government of Autonomous County shall organize Mongolian cadres to learn Mongolian language in a planned and step-by-step manner, and gradually improve their ability to work in both Mongolian and Chinese languages.

Mongolian cadres advocate the use of Mongolian when working for their own nationalities. When working for the Mongolian people, other cadres can translate Mongolian according to the actual situation. Article 8 Mongolian middle schools, primary schools and kindergartens in autonomous counties shall offer Mongolian courses, gradually expand the enrollment scale, and cultivate talents who are familiar with both Mongolian and Chinese languages.

Autonomous County in the development of ethnic education, it should focus on supporting the teaching mode in Mongolian, give preferential policies and financial subsidies to schools that teach in Mongolian, and exempt students who teach in Mongolian from related expenses, implement the scholarship system, and increase year by year.

When promoting the junior high school entrance examination within the administrative area of Autonomous County, the candidates who take the Mongolian language examination will be given a total score plus 10.

Autonomous County in the evaluation and appointment of teachers' titles, under the premise of using Mongolian language in teaching work to declare the title level, the proportion of indicators shall not be less than the proportion of teachers in the total number.

The organs of self-government of Autonomous County should pay attention to the mixed and scattered Mongolian students to learn their own spoken and written languages and make appropriate arrangements for the teaching of Mongolian spoken and written languages. Article 9 The organs of self-government of autonomous counties shall strengthen the use of Mongolian language and characters in the fields of politics, economy, culture, education, science and technology, health, sports and news.

When the organs of self-government of autonomous counties issue important documents and hold important meetings, they shall use both Mongolian and Chinese languages.

The official seals, plaques, file names, relevant certificates and signs used by autonomous counties of state organs, social organizations, enterprises and institutions shall be written in Mongolian and Chinese in the proportion of 1: 1. Tenth autonomous county state organs, social organizations, enterprises and institutions to recruit national staff, the candidates who are familiar with Mongolian language and writing will be given an increase of 5 points in the total score, and priority will be given to employment under the same conditions.

Autonomous County enterprises in the recruitment of personnel, to master the Mongolian language and writing personnel, under the same conditions, priority recruitment.

Autonomous counties shall be allowed to use Mongolian language in technical assessment, promotion and professional title evaluation. Article 11 Mongolian citizens of autonomous counties can fill in various applications, volunteer books, registration forms and other documents in Mongolian. Twelfth Autonomous County Xinhua Bookstore and postal departments should do a good job in the distribution of Mongolian books and newspapers. Article 13 The organs of self-government of autonomous counties shall earnestly strengthen the compilation, performance and broadcasting of Mongolian radio and television programs and the translation, dubbing, cooperation, exchange and projection of Mongolian films and television.
