This plan is formulated to implement the Opinions of the State Council on Further Promoting the Reform of Household Registration System (Guo Fa [2014] No.25).
First, the general idea.
In accordance with the overall deployment of "Opinions of the State Council on Further Promoting the Reform of Household Registration System", combined with the actual situation in Sichuan, we will further promote the reform of household registration system and implement the policy of relaxing household registration transfer. Coordinate the simultaneous development of industrialization, informationization, urbanization and agricultural modernization, and promote the coordinated development of large, medium and small cities and small towns, and the integrated development of industries and towns. Coordinate the reform of the household registration system and related economic and social fields, rationally guide the transfer of agricultural transfer population to cities and towns, and promote the urbanization of agricultural transfer population in an orderly manner.
Second, the work goal is to promote the urbanization of agricultural transfer population in an orderly manner. Further adjust and relax the household registration policy, introduce supporting policies and systems to promote the urbanization of agricultural transfer population, and steadily promote the basic public services in cities and towns to cover all permanent residents.
Basically establish a new household registration system. Unify the urban and rural household registration system, fully implement the residence permit system, implement the floating population service management system, basically establish a household registration system with legal and stable residence as the basic condition and permanent residence registration as the basic form, establish a population basic information database, realize cross-departmental and cross-regional information integration, and promote the modernization of governance system and governance capacity.
Three. Key tasks (1) Further adjust the household registration policy.
1. Fully liberalize restrictions on the settlement of large, medium and small towns. Persons who have legally stable residences (including leases) in large, medium and small towns except Chengdu, their spouses, minor children and parents who live together, can apply for registration of permanent residence locally.
2. Strictly control the population size of Chengdu. Improve the current settlement policy in Chengdu. Establish a residence permit points system, formulate a unified residence permit points standard, and foreigners who meet the points standard can apply for permanent residence registration. According to the comprehensive carrying capacity of the city and the needs of economic development, the Chengdu municipal government can plan and control the number of households with residence permit points.
The specific measures for renting houses shall be formulated by the municipal (state) people's governments.
(2) Innovative population management.
1. Establish a unified household registration system in urban and rural areas. Cancel the distinction between agricultural registered permanent residence and non-agricultural registered permanent residence, and register as a resident account. Establish education, health and family planning, employment, social security, housing, land and population statistics systems that are compatible with the unified household registration system in urban and rural areas.
2. Establish a residence permit system. Citizens who leave their permanent residence to live in other cities (states) for more than half a year shall apply for a residence permit at their place of residence. Take the residence permit as the carrier, establish and improve the basic public service provision mechanism linked to the length of residence and other conditions. Holders of residence permits enjoy the same rights as the local registered population in employment, basic public education, basic medical and health services, family planning services, public cultural services, and license handling services; On the condition of continuous residence and participation in social insurance, they will gradually enjoy the same rights as the local registered population in secondary vocational education funding, employment support, housing security, old-age services, social welfare and social assistance. At the same time, combined with their children's years of continuous schooling in the local area, they gradually enjoy the qualifications of their children to take the senior high school entrance examination and college entrance examination in the local area. All localities should actively create conditions to continuously expand the scope of providing public services to residence permit holders. According to the principle of equal rights and responsibilities, the holder of residence permit should fulfill the civic obligations stipulated by the state and local governments, such as military service and joining militia organizations.
3. Improve population information management. Implement the Measures for Information Registration of Floating Population in Sichuan Province, and establish and improve the information registration system of actual resident population. The promulgation of the Regulations on Service Management of Floating Population in Sichuan Province aims at improving the service management level of floating population, protecting the legitimate rights and interests of floating population and promoting the coordinated development of economy and society. Actively promote the construction of a national population basic information database covering all the actual population, with the citizen ID number as the unique identifier and population basic information as the benchmark, improve information systems such as employment, education, income, social security, real estate, credit, health and family planning, taxation, marriage and nationality, and gradually realize cross-departmental and cross-regional information integration and sharing, providing information support for formulating population development strategies and policies, and providing support for population service and management.
(three) to effectively protect the legitimate rights and interests of agricultural transfer population and other permanent residents.
1. Improve the rural property rights system. Whether farmers who settle in cities withdraw from the "three rights" (land contractual management right, homestead use right and collective income distribution right) with compensation should be carried out in accordance with the spirit of the Third Plenary Session of the 18th CPC Central Committee and on the premise of respecting farmers' wishes. At this stage, it is not allowed to take back the contracted management right of land, the right to use homestead and the right to distribute collective income as the conditions for farmers to settle in cities. Accelerate the registration and certification of rural land ownership, and protect farmers' land contractual management rights and homestead use rights according to law. Establish a rural property rights transfer trading market to promote the open, fair and standardized operation of rural property rights transfer transactions. Adhere to the principle of legality, voluntariness and compensation, and guide the agricultural transfer population to orderly transfer the contracted land management right.
2. Expand the coverage of basic public services. Ensure that children of agricultural migrants enjoy the right to education on an equal basis with other permanent residents; Incorporate compulsory education for children who move with them into the educational development planning and financial guarantee of governments at all levels; Gradually improve and implement the policy of tuition-free and inclusive preschool education for children of floating population in inflow areas, and the implementation measures for taking entrance examinations after receiving compulsory education. Implement the Measures for the Registration of Employment and Unemployment in Sichuan Province, comprehensively provide vocational skills training services subsidized by the government for rural floating population, increase the support of employment and entrepreneurship policies, and promote the employment and entrepreneurship of rural migrant workers. Incorporate agricultural immigrants and other permanent residents into the community health and family planning service system and provide basic medical and health services. We will fully integrate farmers who have settled in cities into the urban social security system, standardize rural old-age insurance and medical insurance into the urban social security system, improve and implement the transfer and continuation of medical insurance relations and settlement methods for medical treatment in different places, integrate the basic medical insurance system for urban and rural residents, and accelerate the implementation of a unified medical assistance system for urban and rural areas. Accelerate the implementation of a unified basic old-age insurance system for urban and rural residents, and implement the policy of transferring and continuing the basic old-age insurance relationship for urban employees. Accelerate the establishment of a social pension service system covering urban and rural areas and promote the equalization of basic pension services. Improve the social assistance system with the minimum living security system as the core, and realize the coordinated development of urban and rural social assistance. Farmers who have settled in cities will be fully integrated into the urban housing security system, and various ways will be taken to ensure the basic housing needs of the agricultural transfer population.
3. Strengthen the financial guarantee of basic public services. We will improve the public finance system that promotes the equalization of basic public services, gradually straighten out the relationship between power and responsibility, and establish a system in which the power of affairs is compatible with the responsibility of expenditure. The provincial, municipal and county governments will assume and share the responsibility of expenditure according to the division of powers. Strengthen the balance of financial resources and ensure the financial resources of local governments to provide basic public services.

All regions and relevant departments should further unify their thinking, strengthen leadership, make careful arrangements, and conscientiously implement various policies and measures to accelerate the reform of the household registration system in accordance with the requirements of taking a new road to urbanization and comprehensively improving the quality of urbanization. Municipal (state) people's governments should pay close attention to the introduction of local specific and operable household registration system reform measures and announce them to the public.
(2) Implementing departmental responsibilities. (3) Strengthen the guarantee of relevant funds. Municipalities (States) should increase the funds needed to promote the residence permit system, and shall not charge any fees to the people who apply for residence permits. Counties (cities, districts) should establish floating population service points in police stations and village (neighborhood) committees, and equip floating population coordinators according to the ratio of floating population of 500: 1. The floating population management funds are fully guaranteed by the local government.
(4) Pay attention to publicity and guidance. Fully explain the great significance of adapting to the development of new urbanization and accelerating the reform of household registration system, and accurately interpret the reform of household registration system and related supporting policies. Vigorously publicize the good experiences and good practices of all localities in solving the problem of agricultural transfer population and other permanent residents settling in cities and towns, safeguarding legitimate rights and interests, providing basic public services, etc., reasonably guide social expectations, respond to the concerns of the masses, unite the understanding of all parties, form a joint force of reform, and create a good social environment for accelerating the reform of the household registration system in our province.
