Sikuquanshu has four sources: the first source is the imperial book in the palace; The second source is the precious and valuable books in Yongle Dadian. Third, provincial governors and private book collectors donated books according to the imperial edict; The fourth source is the compilation of relevant history books, official documents and other books designated by the emperor.
The compilation of Sikuquanshu was regarded by many people as a kind of "cultural repression", which was the result of Emperor Qianlong's strategy of "forbidding revision", because more than 2,000 kinds of books were destroyed by Qianlong's action to eliminate the "anti-fullness" or the theory of guarding against foreign countries and Xia Dynasty. Most of them are works in the late Ming Dynasty. The Qing court strictly ordered those officials who borrowed books from local book collectors and bought books needed for compiling Sikuquanshu to examine the anti-Manchu thoughts in the collection.
When compiling, the imperial edict of Emperor Qianlong took China from it and compiled a set of smaller Yao Hui of Sikuquanshu, including the General Catalogue of Sikuquanshu and the Concise Catalogue of Sikuquanshu, which included the edited bibliography.
