[2020] No.3) issued by the Ministry of Education, the Ministry of Public Security, the Political Work Department of the Central Military Commission and the Training Management Department of the Central Military Commission, the relevant matters concerning the enrollment of the 2022 naval youth aviation school in our province are hereby notified as follows.
I. Undertaking schools

3. Psychological quality conditions: positive flight motivation, good cognitive ability, stable emotional characteristics, sensitive response and strong will quality.
4. Physical condition: good health; The height is between 162- 18 1cm; Well-proportioned, weighing more than 48KG (at the time of admission 15 years of age can be relaxed to more than 46KG); Binocular * ocular farsightedness "C" is above 1.0 (equivalent to "E" is above 5. 1), and has not undergone vision correction surgery or orthokeratology correction, and has no color blindness, weak color and strabismus; No stuttering, tattoos, tattoos, etc.
5. Cultural conditions: excellent academic performance. It is expected that the results of the senior high school entrance examination will meet the admission requirements of provincial model high schools. English is a foreign language. In the high school stage, the army forced the recruitment of flight students.

Each junior high school should introduce the purpose, significance, application conditions, policy treatment and training direction of the training mode of naval youth aviation school in detail through parent-teacher conference, home-school communication, campus network and other channels and platforms, make a good interpretation of the policy, ensure that every junior high school boy understands the enrollment policy, and actively encourage students with excellent academic performance to apply for the exam.
2. School promotion. Since the beginning of March, the Naval Flight Recruitment Office and the Naval Youth Aviation School have sent working groups to junior high schools in the province to publicize and mobilize students and parents. Relevant schools should give full play to the functions of home-school communication, parents' WeChat group and QQ group, inform parents of the publicity schedule of the working group staff in time, and invite parents to participate. During the publicity period, the relevant education administrative departments and schools should properly arrange special time, venue and personnel according to the local epidemic prevention and control requirements, and actively cooperate with the working group to carry out publicity and mobilization work. Conditional education administrative departments of counties (cities, districts) can also designate 1-2 schools under their jurisdiction to conduct centralized publicity and launch by means of parents' preaching, and notify other students who have not entered the publicity school and their parents to participate in policy preaching at relevant schools nearby.
3. Campus open activities. In late April, the Naval Youth Aviation School cooperated with the Naval Flight Recruitment Office, reviewed the information provided by students according to the registration conditions, and checked the comprehensive quality primary election to determine the qualified students in the primary election.
(3) Selection and assessment
1.In early May, Chengdu Education Bureau instructed the Naval Youth Aviation School to organize a cultural survey of qualified students in the primary election, and determine the list of students who participated in the final evaluation according to the survey results.
2. In mid-May, the Naval Flight Recruitment Office organized the political assessment, physical examination and psychological selection of the students who participated in the final evaluation in accordance with the Provisions on Political Assessment of Military Flight Recruitment, the Physical Examination Criteria for the Admission of Naval Youth Aviation School and the Psychological Selection Conditions for Naval Flight Recruitment, so as to determine qualified students. Tanghu Middle School will submit the list of qualified students to Chengdu Education Bureau and Education Department in time, and the list will be sent to the education administrative departments of cities (states) after being audited by the Education Department.
(4) Admission
1. After the results of the junior high school level examination in each city (state) are announced, the municipal (state) education enrollment department will report the examination results (by subject) of the students who passed the examination and the results of the candidates ranked 15% locally to the Basic Education Department of the Education Department and the Recruitment Department of the Provincial Education Examinations Institute respectively, and the Education Department will combine the comprehensive quality evaluation of students with the Naval Admissions Office. In principle, according to the "comparable coefficient" ⊙ 1 of junior high school academic level test scores, the enrollment standards and admission methods ("comparable coefficient" = junior high school academic level test scores/local ranking 15% of candidates' scores) are adopted to announce the enrollment results to the public to ensure fairness and justice and the quality of students.
2. All localities should give priority to ensuring the admission of naval youth aviation schools. Before the end of the admission work of the naval youth aviation school, the local enrollment departments shall not admit qualified students who have entered the admission scope to other schools. Students who have been admitted to the Naval Youth Aviation School are no longer admitted to other schools. Students studying in Tanghu Middle School are registered as ordinary high schools in Sichuan Province according to regulations.

(1) management mode. The experimental class of naval youth aviation (hereinafter referred to as HNA) is set up separately, simulating the management mode of battalion company. In terms of dress, school accommodation is managed centrally. The naval youth aviation school set up a full-time management organization to be responsible for the daily management of students.
(2) Course arrangement. Complete the teaching course according to the national curriculum standard, and meet the basic requirements of ordinary high school graduates. At the same time, we will increase national defense education, military sports, psychological training, aviation theory, naval knowledge, flight training and other naval aviation education and training contents.
(3) teacher allocation. Excellent teachers with strong sense of responsibility and exquisite professional skills are selected by the naval youth aviation school as class teachers and classroom teachers for sea flight. The navy regularly sends relevant experts and teachers to schools for national defense education and training.
(4) adjust the shunt. The Naval Flight Admissions Office and the Naval Youth Aviation School organize a comprehensive assessment of maritime flight students every year. Students who are not suitable for further training in HNA due to political, ideological, physical, psychological and academic reasons will be transferred to other classes in the same grade of our school to complete their studies according to relevant regulations, and the training agreement will be terminated.
Sixth, treatment guarantee.
(1) recruitment stage. There is no charge for students who apply for the naval youth aviation school. During the assessment period, the participating students and leading teachers will write off the round-trip travel expenses and arrange accommodation according to the prescribed standards.
(2) learning stage. Students of HNA are free of tuition and accommodation fees, uniform in clothing, monthly in food allowance and living allowance, and students with outstanding comprehensive performance can also get scholarships.
(3) Graduation stage. Starting from the third year of high school, HNA students participated in the selection test of naval flight recruitment, and qualified students of HNA conducted the test. According to the training agreement, they must first fill in the aviation flight and command major of Naval Aviation University, and select according to the results of college entrance examination and flight potential test. Those with excellent comprehensive quality will be recommended to Peking University, Tsinghua and Beihang University for "dual-student status" training. Hainan Airlines graduates who have not been admitted as flight students can participate in the enrollment of ordinary colleges and universities nationwide normally.

They shall not delay, prevaricate or refuse enrollment propaganda for any reason, and shall not restrict junior high school graduates from applying for the naval youth aviation school.
(3) Strict discipline and standardized enrollment. Local education administrative departments should incorporate the enrollment of naval youth aviation school into the unified enrollment management of local ordinary high schools, strengthen enrollment guidance, and strictly enforce enrollment discipline to ensure fairness, impartiality and openness. Education administrative departments and schools at all levels shall not charge students and parents for enrollment fees for any reason. The naval youth aviation school should strictly abide by the enrollment policy, strictly implement the enrollment plan, and shall not arbitrarily expand the enrollment scale.
