Can everything in the Windows system be copied and pasted?

Everything in the Windows system can be copied and pasted if conditions permit. Why do you say that? For example, some files can't be copied and pasted because the permissions are not enough, so you can copy and paste if you release the permissions. Part of the reason why you can't copy and paste is that the files you are using, such as the actual programs and system files, can be copied and pasted once they stop.
