The constitutional department of Tokugawa shogunate belongs to a collection of general laws and decrees. Similarly, there are the constitutional classics of Tokugawa shogunate, Meiji and so on. The meaning of the word "Constitution" in Japanese ancient and modern history is similar to that in China's ancient books. Both refer to the meaning of "laws" and "regulations", excluding the meaning of "fundamental law" that we are talking about today.
