(1) A unified identification mechanism for directories and inheritors. The protection list is an important basis for determining the inheritor, and the determination of the inheritor should be related to or unified with the determination of the list, rather than separated from each other. For important representative intangible cultural heritage projects listed in the list, the government should clearly designate representative inheritors and take measures to support and help them realize their inheritance.
(2) Evaluation mechanism of expert committee. It is necessary to establish a fair, just and representative evaluation mechanism of expert committees in law, and clearly define their responsibilities, evaluation standards and evaluation procedures. The government will take the evaluation of the expert committee as the basis, and confirm it after publicity.
(3) guarantee mechanism. That is, the safeguard measures provided by the government to support and help inheritors to engage in inheritance activities include providing necessary places for inheritance activities, providing financial support, awarding honorary titles, using public media and public cultural institutions for publicity, display and exchange, carrying out school education inheritance, and promoting international and domestic exchanges.
(4) Responsibility mechanism. For inheritors, while being recognized as inheritors or groups and enjoying the protection of national laws and policies, including financial support, the law must also confirm that they have the obligation to protect and inherit their intangible cultural heritage, that is, they have the obligation and responsibility to pass it on to future generations and make contributions to society.
(5) Intellectual property protection mechanism. At present, it is necessary and urgent to establish an intellectual property protection system for traditional knowledge and folk literature and art, which is also closely related to the protection of the rights and interests of inheritors. It should be actively studied and properly resolved through separate legislation.
