Article 53 The state practices a quality system certification system for units engaged in construction activities. Fifty-fourth construction units shall not require architectural design units or construction enterprises to violate laws, administrative regulations and construction quality and safety standards in the process of project design or construction for any reason, and reduce the quality of the project.
Architectural design units and construction enterprises shall refuse the requirements of the construction unit to reduce the quality of the project in violation of the provisions of the preceding paragraph.
