Measures of Urumqi Municipality on the Administration of Public Libraries

Chapter I General Provisions Article 1 In order to strengthen the management of public libraries, promote their development, meet the people's demand for scientific and cultural knowledge, and give full play to the role of public libraries, these measures are formulated in light of the actual situation of this Municipality. Article 2 The term "public library" as mentioned in these Measures refers to a non-profit cultural institution that is invested by the government and open to the public and has the functions of collecting, sorting, storing, developing, disseminating, researching and serving literature and information resources.

The term "document information resources" as mentioned in these Measures refers to the records of knowledge or information in various carrier forms such as paper, audio-visual, film, electronic and network. Article 3 These Measures shall apply to the establishment, use, supervision and management of public libraries in this Municipality. Article 4 The municipal administrative department of culture shall be responsible for the management of public libraries in this Municipality.

The district (county) cultural administrative department is responsible for the management of public libraries in this area.

Development and reform, finance, construction, land and resources, planning, personnel, education, science and technology and other departments shall, within the scope of their respective duties, coordinate in the management of public libraries. Fifth encourage and support social organizations, enterprises, institutions and individuals to set up libraries (rooms) open to the society and participate in public library networks. Article 6 Encourage and support domestic and foreign units and individuals to donate funds, documents and equipment to public libraries. Chapter II Construction and Development Article 8 The municipal cultural administrative department shall, jointly with relevant departments, formulate the development plan of public libraries in this Municipality and the information network construction plan of public libraries, and organize their implementation after being approved by the Municipal People's Government.

The district (county) cultural administrative department shall do a good job in the implementation of the development plan of public libraries and the information network construction plan of public libraries. Ninth public library construction should be included in the overall urban planning, and give priority to the construction of public libraries. Article 10 A public library shall be established according to the needs of population distribution and economic and social development, following the principle of overall planning and rational layout. Eleventh districts (counties) should set up public libraries, and towns (streets) can set up public libraries.

Conditional districts (counties) and towns (streets) can set up children's libraries independently. Article 12 The establishment, alteration and cancellation of a public library shall be put forward by the administrative department for culture, which shall report it to the people's government at the same level for approval and to the administrative department for culture at the next higher level for the record. The layout requirements, construction area and reading seats of public libraries shall be implemented in accordance with relevant state regulations. Article 16 The premises, equipment and literature resources of public libraries are protected by law, and no unit or individual may damage or occupy them, or change the use of the premises of public libraries without authorization.

The disposal of public library assets shall be carried out in accordance with the provisions of the state, autonomous regions and this Municipality on the management of state-owned assets. The scale of newly-built public libraries shall not be less than the original scale. It is forbidden to set up commercial cultural and entertainment places in public libraries. Twentieth public libraries can raise funds through multiple channels for library construction.

The funds of public libraries shall be earmarked for special purposes and shall not be used for other purposes. Chapter III Services and Readers' Rights and Interests Article 21 Public libraries shall be open to readers in accordance with relevant regulations.

During national holidays and students' winter and summer vacations, public libraries are open for no less than 8 hours every day. Twenty-second public libraries should publicize their service objects, service scope, opening hours and other service items. If it is really necessary to change the opening hours or close them, it shall be publicized at least 3 days in advance. Twenty-third public libraries should establish a complete bibliographic database, realize automatic and network retrieval, create good and convenient conditions for readers to use literature and materials, and provide convenience for the elderly and the disabled. Article 24 A public library shall design, create and maintain a good reading environment, and provide services for readers through reading, borrowing, mobile borrowing and online borrowing.

Public libraries should implement the open-shelf or semi-open-shelf system to improve the utilization rate of literature information resources, and libraries should set up children's libraries to continuously expand their service fields.
