More than 50 member representatives from Lanzhou attended the meeting, elected the director and chairman of Gansu Five-a-side Football Association, and voted to pass the Articles of Association of Gansu Five-a-side Football Association, the Financial System of Gansu Five-a-side Football Association and the Measures for the Management of Membership Fees of Gansu Five-a-side Football Association. Article 1 These Measures are taken as the basic principles and the main basis in accordance with the provisions of Chapter VII of the Interim Provisions on the Administration of Registration of Chinese Football Association and Chapter V of the Regulations on the Identity, Transfer and Lease of Chinese Football Association, and in combination with the articles of association of this Association. Article 2 These Measures are the basic basis for the registration of Wenling five-a-side football team and the transfer of players. At present, it is limited to the five-a-side football team registered in Wenling Football Association, hereinafter referred to as teams and players. All team registration and player transfer shall not violate the relevant provisions of these measures. Article 3 The purpose of implementing these Measures is to safeguard the rights and interests of teams and players, balance the level of competitions at all levels, draw the level of participating teams at all levels closer, mobilize the enthusiasm of football teams and players, standardize the registration and transfer system, and promote the development of mass football in Wenling. Article 4 Teams must be officially registered in Wenling Football Association before they can participate in all five-a-side football competitions and activities sponsored by the association. The city-wide sports meeting organized by Wenling Municipal Government and Sports Bureau shall be implemented according to its regulations. Fifth amateur football players must register with Wenling Football Association through the team before they can participate in various competitions and activities sponsored by the association. Chapter II Registration of Teams and Athletes Article 6 Registration Procedures 1. Each team should apply for registration with Wenling Football Association before March 25th every year. The original registration team should pay the individual membership fee before this time, and the year of 50 yuan means to continue registration; There is no registration fee for newly registered teams. If there are more than three players registered in the last year, the team registration fee is 1000 yuan. New Wenling people and foreigners do not pay fees, and the registration fee will be determined separately at the time of registration for each competition; 2. The team must pay a disciplinary deposit of 1 1,000 yuan at the same time, so as to ensure compliance with the Articles of Association of Wenling Football Association and obey the management of Wenling Football Association. If there is no violation of discipline, the team will apply to Wenling Football Association for deregistration and return it in full; 3. If the team fails to pay the disciplinary deposit and membership fee on time, Wenling Football Association has the right to refuse the registration qualification of the team; 4. Team registration is valid from April 1 day to March 3 1 day of the following year; 5. Athletes represent their teams with their membership cards and related certificates. If you lose your membership card, you should report the loss to Wenling Football Association in time. Article 7 Team registration requires that the number of applicants for the team shall be no less than 8 and no more than 1 1 person, with a fixed team name. Once the team is registered, it agrees to abide by the management regulations formulated by Wenling Football Association, and the team leader will inform the registered players of these regulations. Article 8 Registration requirements for players 1. All/kloc-members who are over 0/8 years old and under 50 years old, are healthy and suitable for participating in football matches, can be registered as team players; 2. Registered players are members of Wenling Football Association in principle. New Wenling people and foreigners can also register, and the total number of each team is no more than 2; 3. New Wenling people can register with their ID cards and temporary residence permits issued by Wenling Public Security Bureau. Temporary residence permits are issued before 65438+February 3 1 of the previous year, and foreigners can register with their passports. Four, a player can only be registered in one team. Article 9 Written materials 1. When registering teams and players, the required written materials are 1, and the official name of the team is 1, which is called "team name" or "enterprise name"+sponsor name+football team; 2. The team name shall not use vulgar, indecent and other inappropriate terms; 3. Once the team name is confirmed, it shall not be changed by itself, and only the name change procedures shall be handled during the transfer period; Wenling Football Association has the right to review team names, and will not register teams that do not meet the requirements. 2. Basic information of teams and players 1 list of team leaders, coaches and players and their contact information; 2 home and away jersey colors. Tenth teams should fill in the registration form when signing up. The registration form is made in duplicate, one for the record of Wenling Football Association, and one for the team's resignation or transfer custody; Non-members are required to go through the membership procedures before registration, and submit a copy of their ID cards and two recent personal photos of 1 inch. Chapter III Team Management Article 11 After the team is registered in Wenling Football Association, the team captain becomes the legal representative of the team in Wenling Football Association, becomes the team manager and assumes due obligations. In the absence of the team leader, the coach can perform the duties of the team leader on his behalf. Teams participating in the pre-competition joint meeting must have a team leader or coach. Article 12 After a player is registered by the team, the player officially belongs to the team. If you want to leave the team, you need to get the consent of your team and sign by the team leader whether you agree to leave the team before you can go through the formalities of leaving the team. Otherwise, it will be regarded as leaving the team without authorization. If a player leaves the team without authorization, Wenling Football Association will not handle new registration procedures within one year from the date of leaving the team, and will not participate in various competitions and activities sponsored by the association. Thirteenth teams can change players by recruiting new players and transferring. Teams should register to join the team within the time specified by Wenling Football Association, and non-members should also go through the membership procedures. Article 14 Teams that sign up for the competition must buy accident insurance for all members of the team at the time of participating in the competition, or they can clearly inform the association that the insurance will be uniformly insured and the expenses will be borne by the team. The association will not be responsible for the expenses paid beyond the insured amount. Article 15 During the competition, the team needs to sign a safety agreement with Wenling Football Association, and the team and the team themselves will be responsible for accidents such as disability during the competition. Chapter IV Transfer of Athletes Article 16 If a registered athlete changes teams, it is a transfer. Registered team athletes can fill in the transfer application form in triplicate and apply for transfer, and pay the transfer management fee at the same time. Article 17 The transfer of a player must be agreed by both the transfer team and the transfer team, and the transfer team can submit a transfer application form signed by the team leader to Wenling Football Association before the transfer formalities can be handled. Article 18 The annual spring transfer period is from March 1 day to March 3 1 day, and the summer transfer period is from June 1 day to July 1 day. Except in special circumstances, if the team is dissolved, Wenling Football Association will not accept the player's transfer application during the non-transfer period. Article 19 A registered team may replace three players, including newly registered players and transfer players, during the annual spring transfer period, and the number of transfer players is unlimited; During the summer transfer period, only 1 players are allowed to change, including newly registered players and transfer players, and the number of transfer players is unlimited. After the transfer, the number of team athletes must meet the requirements of Article 7 of these Provisions.
