Since the winter of 20 12, some areas have experienced abnormal weather of continuous rain, snow and freezing. At present, due to the rising temperature, the melting and infiltration of ice and snow can easily lead to geological disasters such as collapse and landslide, and the task of preventing sudden geological disasters is arduous. According to the spirit of the instructions of the Party Central Committee and the leading comrades of the State Council on doing a good job in emergency handling and prevention during the Spring Festival and the "two sessions", the leaders of the Ministry demanded that they should resolutely implement it, earnestly do a good job in the prevention and response to the current sudden geological disasters, and minimize the loss of life and property caused by geological disasters to the people. The relevant work requirements are hereby notified as follows:

First, continue to attach great importance to strengthening organizational leadership.

The competent departments of land and resources of all provinces (autonomous regions and municipalities) should attach great importance to it, adhere to the concept of people-oriented and life first, pay close attention to the weather changes, actively cooperate with relevant departments under the unified leadership of the local government, and further implement various geological disaster prevention measures. Strengthen guidance, improve the system of mass prevention and treatment, and give full play to the role of grassroots party member, cadres and mass prevention and treatment supervisors.

The second is to maintain a high degree of vigilance and do a good job in forecasting and early warning.

The competent departments of land and resources of all provinces (autonomous regions and municipalities) should further improve the emergency plans and prevention plans for geological disasters, strengthen supervision and inspection, guide the organization and mobilization of the group monitoring and prevention teams, and pay close attention to dangerous areas and hidden dangers. Through various means, timely release forecast and early warning information, focusing on strengthening the release of early warning information in remote areas and areas with high ground disasters.

Third, strengthen emergency duty to ensure smooth communication.

The competent departments of land and resources of all provinces (autonomous regions and municipalities) should attach great importance to the emergency duty work during the Spring Festival and the "two sessions", and the comrades on duty should have a strong sense of responsibility and be familiar with the business. To further improve the duty system, the implementation of 24-hour duty, responsible comrades should take turns to guide and strengthen the emergency duty work.

Fourth, submit information in time to ensure the safety of life and property.

The competent departments of land and resources of all provinces (autonomous regions and municipalities) should continue to strengthen the work of information submission to ensure smooth information channels and accurate and timely information transmission. In case of serious geological disasters, it is necessary to send information in time, report immediately and start emergency response immediately. It is necessary to organize an emergency working group to rush to the scene at the first time to help and guide the local government to do a good job in emergency rescue and disaster relief and minimize the loss of life and property.

Five, properly handle the disaster, accurate release of information.

The competent departments of land and resources of all provinces (autonomous regions and municipalities) should attach great importance to the emergency response and information release of sudden geological disasters, formulate detailed emergency response plans in a targeted manner, and carry out emergency drills to ensure rapid response and timely disposal in case of serious sudden geological disasters. Sudden natural disasters will cause casualties and easily lead to large-scale social panic. All localities should make emergency preparations, disclose relevant information at the first time, and guide public opinion so as not to affect social stability.
