The use of Zhuang language determined by the Zhuang language program does not affect the use of Zhuang dialect and other local minority languages. Article 5 The people's governments at or above the county level shall incorporate the work of spoken and written languages of ethnic minorities into the national economic and social development plan, include the funds for spoken and written languages of ethnic minorities in the fiscal budget at the corresponding level, and establish a working mechanism of spoken and written languages of ethnic minorities under the overall planning of the government and the responsibility of the competent departments. With the cooperation of relevant departments and the participation of all walks of life, we will strengthen the guidance and management of minority languages and writing work. Sixth people's governments at or above the county level shall be responsible for the management and supervision of the spoken and written languages of ethnic minorities within their respective administrative areas.
The ethnic, educational, cultural, press and publication, radio, film and television departments of the people's governments at or above the county level shall do a good job in the spoken and written languages of ethnic minorities within their respective functions and duties. Chapter II Study and Use Article 7 People's governments at all levels encourage and support the use of minority languages in areas where ethnic minorities live in concentrated communities, promote the dissemination and application of minority languages, and promote the harmonious development of national common languages and minority languages. Article 8 The competent department of minority languages in the autonomous region shall, jointly with the departments of nationality, education, culture, industry and informatization, strengthen the standardization and informatization construction of minority languages, improve the standard system of minority languages, formulate the basic standards of minority languages urgently needed for social application and informatization, and establish a review and release system for new terms and expressions of minority languages. Article 9 People's governments at all levels shall encourage and support kindergartens, primary and secondary schools in areas where ethnic minorities live in concentrated communities or kindergartens, primary and secondary schools with minority students as the main population to carry out bilingual teaching in the national common language and minority languages. Article 10 Encourage and support qualified nationalities, teachers' colleges and other institutions of higher learning to offer minority language majors and courses in literature, education, art, translation, radio, film and television. Other qualified institutions of higher learning can offer majors and courses related to minority languages and literature. Article 11 The competent education department of the people's government of the autonomous region shall formulate a training plan for bilingual teachers in the national common language and minority languages, and build a team of bilingual teachers with supporting disciplines to meet the needs of modern education. Article 12 People's governments in areas where ethnic minorities live in concentrated communities advocate and encourage cadres of all ethnic groups to learn from each other's spoken and written languages, so as to create conditions for the simultaneous use of the national common spoken and written languages and the spoken and written languages of ethnic minorities in performing official duties.
The departments in charge of the work of minority languages in the people's governments in areas where ethnic minorities live in concentrated communities and the departments of nationalities, education, human resources and social security should incorporate the bilingual study of the national common language and minority languages into their work plans, and train and train cadres who are bilingual in the national common language and minority languages. Thirteenth in any of the following circumstances, the standard Chinese characters and the Zhuang language determined by the national approved Zhuang language plan should be used at the same time:
(a) the seals and plaques of state organs, institutions and people's organizations;
(two) the names of the government websites and government newspapers and periodicals of the people's government of the autonomous region;
(three) the government website and political registration of the people's government of the city or county (city, district) where the Zhuang people live in compact communities;
(4) Other circumstances stipulated by laws and regulations.
Autonomous counties, counties enjoying the treatment of autonomous counties and ethnic townships may use local minority languages at the same time. Fourteenth minority citizens have the right to use their own spoken and written languages in litigation. In areas where ethnic minorities live in compact communities or where many ethnic groups live in compact communities, the people's courts and people's procuratorates shall try and prosecute cases in the local common language. Interpreters should be provided for participants who are not familiar with the local language and writing. The people's courts and people's procuratorates shall, according to actual needs, use one or more local commonly used languages. Fifteenth teaching materials, radio, film and television, books and newspapers, Internet, cultural performances, public services, etc., should use standardized minority languages.
