In the Han dynasty, people should generally sue for dissolution step by step according to their jurisdiction, but if they suffer from unjust imprisonment, they can also go beyond the central judicial organs to claim redress. This is the so-called "letters and visits".
In the Han Dynasty, there were three reasons for this behavior:
1, the local judicial organ misjudged the case, resulting in unjust imprisonment, which may not be the case for the victim;
2. Local judicial officials shirk their responsibilities, and the victims have no complaints and are not allowed;
3. The defendant's human rights are high or the case is serious, and the victim or the insider has to go beyond the appeal. The establishment of this system is of positive significance for correcting local judicial injustice, reducing unjust, false and misjudged cases and alleviating social contradictions.
