The 42-year-old Mongolian Prime Minister Sakhiagiin Elbegdorj graduated from Harvard University. He can speak American English fluently. After taking office as Prime Minister, Sakhiagiin Elbegdorj made a surprising speech, and proposed to implement Mongolian-English bilingual system in Mongolia with a population of 2.8 million, so as to upgrade English to the official language of Mongolia. Last June, he publicly stated that "English is not a simple communication tool, but a way for us to open to the wider outside world."
However, since most Mongolians still could not accept this proposal, Sakhiagiin Elbegdorj subsequently changed his strategy. He published an article on his Mongolian-English bilingual website, no longer mentioning the plan to upgrade English to the official language, but announced that he would set off an upsurge of learning English in Mongolia, "striving to make English replace Russian as the first foreign language of Mongolians in September this year."
Former Mongolian Foreign Minister Zeng De is also a famous senior official with American background. Speaking of American English honed at Harvard University, he said: "It is well known to all women and children that Mongolians must master English if they want to develop and take the shortcut to development. At the same time, this is why the Mongolian government should take practical plans to promote English throughout the country. "
The reason why Mongolia strongly advocates learning English is also based on its geostrategic considerations. Now some Mongolians are pushing "leaving Russia and entering the United States", trying to get closer to the United States, hoping to balance Mongolia's position in Northeast Asia.
