Implement the national laws, regulations and policies of traditional Chinese medicine (including integrated traditional Chinese and western medicine and ethnic medicine, the same below), formulate relevant local regulations, management norms and technical standards and supervise their implementation, participate in the planning and organization of major Chinese medicine projects, and implement industry management of Chinese medicine work in the province.
Undertake the supervision and management responsibilities of TCM medical treatment, prevention, health care, rehabilitation and clinical medication in the province, plan, guide and coordinate the structural layout and operational mechanism reform of TCM medical research institutions in the province, supervise the implementation of management norms and technical standards of various TCM medical and health care institutions, formulate service norms and professional ethics of TCM personnel in the province, and promote the style construction of TCM industry in the province.
Guide the work of traditional Chinese medicine in rural and community health services, explore, sort out, summarize and improve the theory, technology and medical level of ethnic medicine in the province, and supervise and coordinate the work of integrating traditional Chinese and western medicine in medical and scientific research institutions in the province.
Organize the general survey of traditional Chinese medicine resources in the province, promote the protection, development and rational utilization of traditional Chinese medicine resources, participate in the formulation of the development plan, industrial policy and support policy of traditional Chinese medicine in the province, and participate in the construction of the basic drug system in the province.
Organize the formulation of the development plan for talents of traditional Chinese medicine in the whole province, participate in the formulation of the development plan for Chinese medicine education and the qualification standards for professional and technical personnel of traditional Chinese medicine and organize their implementation, jointly with relevant departments, organize the development of apprenticeship education, continuing education and relevant personnel training, and participate in guiding the teaching reform of traditional Chinese medicine in the whole province.
