Article 4 Any unit or individual has the right to conduct social supervision over acts that violate measurement laws and regulations. Chapter II Use of Units of Measurement Article 5 The international system of units of measurement and other units of measurement selected by the state are the national legal units of measurement. Article 6 To engage in the following activities, the national legal units of measurement must be used:
(1) Making official documents, bulletins and statistical statements;
(2) compiling and broadcasting radio and television programs;
(3) publishing reports and academic papers;
(4) Making and publishing advertisements;
(five) to formulate various technical standards and verification procedures;
(6) Publishing and distributing books, newspapers and periodicals;
(7) Making and distributing bills, vouchers and account books;
(eight) issued by the inspection and inspection data;
(nine) manufacturing, selling and labeling goods;
(ten) other activities required by the state and the province to indicate the unit of measurement. Article 7 Non-national legal units of measurement such as export commodities, publication of ancient books and literary books shall be implemented in accordance with relevant state regulations. Chapter III Metrological Verification and Metrological Certification Article 8 To carry out metrological verification, the following requirements must be met:
(a) the measurement standard has passed the examination by the technical supervision department and obtained the corresponding certificate;
(2) Within a limited verification range;
(three) the implementation of the corresponding metrological verification procedures;
(four) the metrological verification personnel hold the metrological verification certificate consistent with the verification specialty. Article 9 The metrological verification institution shall complete the verification work within 7 consecutive working days from the date of receiving the inspected measuring instruments; Special circumstances need to be postponed, which shall be determined by the verification institution and the inspected unit through consultation. Article 10 Product quality inspection institutions and metrological judicial service institutions that provide notarized data to the society must be metrological certified by provincial technical supervision departments. New inspection items must apply for single measurement certification. Eleventh metrological verification institutions, product quality inspection institutions and metrological judicial service institutions must meet the original examination and certification conditions within the validity period of metrological examination and certification, and apply for re-examination according to regulations. Twelfth metrological verification institutions and metrological judicial service institutions shall not issue verification and test data for items subject to verification and test, and shall not forge verification and test data. Thirteenth measuring instruments verification seal, certificate and license mark system, printing, must be approved by the technical supervision department. No unit or individual may make, print or forge, steal or resell seals, certificates and license marks of measuring instruments without authorization. Fourteenth public standards of measurement, the highest standards of measurement used by enterprises and institutions, and working measuring instruments used for compulsory verification of trade settlement, safety protection, medical and health care, environmental monitoring, etc. , must be declared by the user unit or individual to the technical supervision department, and in accordance with the provisions of the designated verification institutions for periodic verification.
Measuring instruments that are not subject to compulsory verification must be regularly verified by the user unit or individual or sent to a metrological verification institution for regular verification.
The verification period of measuring instruments shall be implemented in accordance with the provisions of the state. Those that fail to be verified within the time limit, or those that fail to pass the verification, shall not continue to use them.
No unit or individual may unseal and verify. Fifteenth to obtain the corresponding certificate of standard measuring instruments to stop using, must be approved by the issuing technical supervision department; It shall not be used without approval. Chapter IV Manufacture, Repair and Installation of Measuring Instruments Article 16 Units and individual industrial and commercial households that manufacture or repair measuring instruments must obtain the License for Manufacturing Measuring Instruments and the License for Repairing Measuring Instruments according to law.
No unit or individual may apply for a license to manufacture measuring instruments by using other people's products, production equipment and technical documents.
The License for Manufacturing Measuring Instruments and the License for Repairing Measuring Instruments shall not be transferred, lent or used together with others.
Units and individuals that manufacture or repair measuring instruments shall maintain the original examination and certification conditions within the validity period of the license. Article 17 No unit or individual may modify or manufacture measuring instruments that are prohibited by the state for the purpose of deceiving consumers, and may not use defective parts to assemble or repair measuring instruments. Eighteenth units and individuals that manufacture or repair measuring instruments must verify the measuring instruments that are manufactured or repaired; Without verification or unqualified verification, it shall not leave the factory. Nineteenth manufacturing measuring instruments, measuring instruments or packaging must be truthfully marked with the license mark and number, factory name and address.
