These measures have made great contributions to the protection and development of cultural relics in Tianjin. At the same time, Fu Shanxiang also helped Yang formulate the policy of liberating women in the Taiping Heavenly Kingdom, advocating "equality between men and women", "all women in the world are sisters" and "being bold and single-minded, killing God". Encouraged by the policy of emancipating women, a large number of suffering women joined the army wherever Taiping Army went. In addition, Fu Shanxiang urged Yang to abolish the rule that women are not allowed to remarry.

Fu Shanxiang, with its special status, reversed the unfavorable situation caused by the rulers' shortsightedness to a certain extent and contributed to the early stability and development of the Taiping Heavenly Kingdom. Fu Shanxiang was unanimously praised by the soldiers and civilians in China. At that time, there was a saying that "Wu Youhong propagandized Jiao, Wen Fuyou Shanxiang".
