First, the meaning of virtue and talent
(A) the meaning of virtue
In ancient books, "virtue" refers to integrity, kindness and beauty, and self-cultivation is obtained from oneself and applied to others. With the development of society, the content of morality is constantly enriched and developed, and has the characteristics of the times. As far as today is concerned, virtue mainly refers to a high degree of political consciousness, ideological level and moral fashion, including professionalism, principle, ideological accomplishment, pragmatic spirit and professional ethics. Because people engaged in a particular occupation have the same working style and undergo the same vocational training, it is often easy to form ideas, hobbies, traditional psychology and behavior habits closely related to professional activities and professional characteristics, form special relationships, form their own professional responsibilities and disciplines, and thus produce special code of conduct and moral requirements. For example, teachers should have "professional ethics" in teaching, "medical ethics" in practicing medicine, "learning ethics" in learning, "artistic ethics" in business, "business ethics" and "official ethics" in leadership. Among them, "official morality" is the professional ethics of leading cadres and the code of conduct to adjust the relationship between leaders and the led. The content of official morality is very rich, which can be summarized into one core and four categories, namely, serving the people wholeheartedly as the core, striving for fairness, loyalty, honesty and diligence.
(B) the connotation of "talent"
Talents in a broad sense refer to people who have mastered certain knowledge and skills and have certain talents. The specific definition criteria are as follows: first, people with technical secondary school education or above; Second, personnel with professional and technical titles above junior level; Third, people who work in professional and technical positions. This definition standard was determined at the national conference on human resources development held at the end of 1996, according to the Notice on Working out Medium and Long-term Planning Arrangements approved by 1982 the State Council. The ability of administrative leadership is mainly reflected in his intellectual ability, especially the leadership ability required by his leadership profession, that is, his "professional" ability.
Second, the dialectical relationship between ability and political integrity
In the history of our country, the standard of employing people has always been considered from both ability and political integrity, which naturally involves how to deal with the relationship between them. When Liu Bang conquered the world, he put talents first, and Chen Ping's "stealing money from her sister-in-law" is still being reused. Cao Cao clearly put forward that "talents are the only choice", and the selection of talents mainly depends on talents. Emperor Taizong once talked with Wei Zhi about employing people, and Wei Zhi made it clear: "People in troubled times only seek their talents, not their deeds. In peacetime, you must make all preparations before you can be appointed. " This means that in chaotic times, employers often don't care much, only ask them to be talented and useful to farmland; However, in governing the country, it is necessary to have both ability and political integrity. Sima Guang, the editor-in-chief of the Song Dynasty's History as a Mirror, made a more accurate exposition of the relationship between ability and political integrity. He said: "Virtue is the only handsome person; Talented people are also virtuous. " This is an excellent summary of the relationship between ability and political integrity, which not only clarifies the primary and secondary relationship between them, but also clarifies that they complement each other instead of being separated and opposed.
In the composition of talent value, virtue is a handsome talent, a tool of virtue, the real power to do work is talent, and virtue is an "indicator" to control the direction of power.
People with both ability and political integrity are most admired by the world, and even called "saints" in ancient times. But we often can't have people with both ability and political integrity as we wish, so we have to settle for the second best. In addition to saints, there will be several types with both ability and political integrity: those with outstanding talents can be called good people; People who are superior to virtue can only be called capable people; Everyone regards a man with both ability and political integrity as a fool. Therefore, modern people don't have to choose one. The so-called "virtuous" actually means that someone is beyond the average working ability.
In fact, "there is no shortage of gold and no one is perfect." Everyone has his own shortcomings, and a person's advantages are often outstanding. If we find fault with shortcomings, it will be difficult to identify talents. Having both ability and political integrity is not absolute, but depends on the mainstream. When selecting talents, if we can see their strengths and avoid their weaknesses, we can correctly find and use talents. In particular, we should pay special attention to finding those talented people despite their shortcomings. A person's strengths and weaknesses often complement each other. Sometimes, even the more talented people are, their shortcomings may be more conspicuous. For example, a person is enterprising, dare to take risks, dare to take a road that no one has taken, and sometimes it is inevitable to handle things carelessly; A courageous and talented person is not afraid of gossip and habits, and it is inevitable that he sometimes appears too confident and proud; A person with perseverance, hard work and never giving up until he reaches his goal will inevitably be subjective and arbitrary sometimes. For these people, if we pursue perfection and abandon them, then we will lose a large number of smart and pioneering people. There is a fable in krylov that a man abandoned his razor and shaved with a blunt sickle because he was afraid of shaving fast. As a result, not only did he not shave clean, but his face was covered with blood. Krylov finally wrote: "I think many people also use this vision to measure talents. They dare not use a truly valuable person, but just collect a bunch of useless idiots. " We should get inspiration from this fable: the so-called "truly valuable person" is not a person without shortcomings, but a person who can stand out in a certain respect-a person who can do his job well and achieve remarkable results. However, if such talents are arbitrarily appointed without the characteristics of their own quality, their talents and expertise will often be destroyed, and the result will be counterproductive. For talented subordinates, it is not necessary to be excellent in all aspects, but it is important to have excellent working ideas and methods in a certain aspect.
So I think it is terrible to have no morality and knowledge. We should try our best to have both ability and political integrity.
