Chapter I General Provisions

Article 1 In order to strengthen the overall protection of intangible cultural heritage areas, maintain and cultivate cultural ecology, inherit and carry forward Chinese excellent traditional culture, enhance cultural self-confidence and meet people's growing needs for a better life, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Intangible Cultural Heritage and other laws and regulations.

Article 2 The term "national cultural and ecological protection zone" as mentioned in these Measures refers to a specific area with intangible cultural heritage protection as the core, which comprehensively protects cultural forms with rich historical and cultural accumulation, good living conditions, important values and distinctive features, and is established with the consent of the Ministry of Culture and Tourism.

Article 3 The construction of national cultural and ecological protection zones shall be guided by Socialism with Chinese characteristics Thought in the new era, fully respect the people's dominant position, implement the new development concept, carry forward the socialist core values, and promote the creative transformation and innovative development of Chinese excellent traditional culture.

Article 4 The construction of national-level cultural and ecological protection zones shall adhere to the concepts of giving priority to protection, overall protection, meeting people, things and life, protecting intangible cultural heritage, and protecting the human and natural environment that breeds and develops intangible cultural heritage, so as to achieve the goal of "rich heritage, strong atmosphere, distinctive features and benefiting the people".

Chapter II Declaration and Establishment

Fifth national cultural and ecological protection zones are established on the basis of relevant administrative regions, and the regional scope is based on counties, cities or several counties.

Article 6 The declaration and establishment of national-level cultural and ecological protection zones shall follow the principle of few but precise, be open, fair and just, and go through the procedures of declaration, examination, demonstration and approval.

Seventh meet the following conditions, you can declare the national cultural and ecological protection zone:

(a) rich in traditional culture and history, with distinctive regional or ethnic characteristics, and maintaining a good cultural ecology;

(two) the intangible cultural heritage is rich in resources and is an important part of local production and life;

(3) The inheritance of intangible cultural heritage is orderly, the practice of inheritance is full of vitality and strong atmosphere, and the local people participate extensively and have a strong sense of identity;

(4) The physical objects and places closely related to intangible cultural heritage are well preserved and utilized, and the surrounding natural ecological environment can provide benign development space for intangible cultural heritage;

(5) The local people's government attaches great importance to the protection of cultural ecology, and has listed key areas such as towns, villages and blocks where intangible cultural heritage projects are concentrated, the natural ecological environment is basically good, and the traditional cultural ecology remains relatively complete, as well as important places on which intangible cultural heritage inheritance depends, and formulated and implemented protection measures and methods;

(six) there are cultural and ecological protection zone construction management institutions and staff;

(seven) in the province (autonomous regions and municipalities) to implement the overall protection of cultural and ecological areas for more than two years, and achieved remarkable results.

Article 8 The people's government in the reporting area shall submit an application to the competent cultural department of the provincial people's government to declare a national-level cultural and ecological protection zone; The competent cultural department of the provincial people's government shall organize the examination and demonstration, and after the approval of the provincial people's government, declare the establishment of a national cultural and ecological protection zone to the Ministry of Culture and Tourism.
