Regulations on the Protection of Traditional Ethnic and Folk Culture in Lancang Lahu Autonomous County, Yunnan Province

Chapter 1 General Provisions Article 1 In order to protect, inherit and carry forward the excellent traditional culture of ethnic groups, cultivate ethnic cultural industries, and promote coordinated economic and social development, in accordance with the "Law of the People's Republic of China on Regional Ethnic Autonomy" ", "Intangible Cultural Heritage Law of the People's Republic of China" and other relevant laws and regulations, these regulations are formulated in combination with the actual situation of Lancang Lahu Autonomous County (hereinafter referred to as the autonomous county). Article 2 Units and individuals operating within the administrative areas of autonomous counties shall abide by these regulations. Article 3 The traditional ethnic and folk culture referred to in these regulations refers to the excellent folk traditional culture of various ethnic groups within the administrative region of the autonomous county, mainly Lahu culture. Article 4 The following traditional folk cultures of the following ethnic groups are protected by these Regulations:

(1) The languages ??and scripts of each ethnic group;

(2) Representative ethnic folk literature, art, and sports , festivals, etc.;

(3) Traditional costumes, utensils, manufacturing techniques and food that reflect the production and living customs of various ethnic groups;

(4) Having academic, historical and artistic value Manuscripts, scriptures, classics, documents, pictures, genealogies, tablets, couplets, etc.;

(5) It has Lahu, Wa, Hani, Yi, Dai, Bulang, Hui, Jingpo, etc. Villages, buildings and structures with ethnic characteristics;

(6) The inheritors and inheritance units of ethnic and folk traditional culture recognized by the country, province, city and county and the knowledge and skills they possess;

(7) Cultural relics and historic sites recognized by the country, province, city and county;

(8) Zanayi Pavilion, Calabash Square, Lahu Customs Garden, Lahu Ohli Daddy Pavilion, Jingmaimang There are thousands of acres of ancient tea gardens, the Bangwei thousand-year-old tea tree king, the Ancient Tea Horse Road Nuozhadu, etc. Article 5: The protection of ethnic and folk traditional culture in autonomous counties adheres to the policy of giving priority to protection, rescuing first, rational utilization, inheritance and development, and promotes the coordinated development of ethnic and folk traditional culture and economic and social development. Article 6 The people's government of an autonomous county shall incorporate the protection of ethnic and folk traditional culture into the national economic and social development plan, and the protection funds shall be included in the fiscal budget at the same level. Article 7 The cultural department of the people's government of an autonomous county is responsible for the protection of traditional ethnic and folk culture within its own administrative region. Its main responsibilities are:

(1) Promote and implement relevant laws, regulations and these regulations;

(2) Work with relevant departments to formulate a plan for the protection, development and utilization of traditional ethnic and folk culture, and submit it to the autonomous county people's government for approval before organizing its implementation;

(3) Equip and improve public cultural service facilities , equipment;

(4) Compile and submit the list of national and folk traditional culture protection lists;

(5) Cultivate and discover the inheritors and inheritance units of national and folk traditional culture, and be responsible for business guidance ;

(6) Organize and carry out the investigation, collection, rescue, arrangement, publication, research and other work of ethnic and folk traditional cultural resources, and establish and improve archives and related databases;

( 7) Manage funds for the protection of ethnic and folk traditional culture. Article 8 The development and reform, education, ethnic and religious, public security, finance, land and resources, environmental protection, housing and urban-rural development, transportation, industry and commerce and other relevant departments of the autonomous county people's government shall, in accordance with their respective responsibilities, do a good job in protecting traditional ethnic and folk culture. Work.

The township (town) people's government shall do a good job in protecting the traditional ethnic and folk culture within its own administrative region.

Village (community) committees should work together to protect traditional ethnic and folk culture within their jurisdiction. Article 9 The people's government of the autonomous county shall commend and reward units and individuals that have made outstanding achievements in the protection and inheritance of traditional ethnic and folk culture. Chapter 2 Protection and Management Article 10 The people's government of the autonomous county shall take measures to strengthen the protection and management of buildings and structures with architectural styles characteristic of various ethnic groups.

Urban and rural planning and construction should reflect local ethnic architectural styles. Newly built, renovated (expanded) permanent buildings and structures along public places, main streets, and highways should reflect local ethnic characteristics. Architectural design plans must obtain the consent of the competent cultural department before approval. Article 11 No unit or individual may use the traditional ethnic and folk cultural materials and objects recognized and protected by the autonomous county people's government for commercial activities without the approval of the cultural competent department. Article 12 The people's government of the autonomous county shall strengthen the protection and management of traditional residences, ancient buildings, ethnic culture museums, inheritance halls, specific activity venues and signs. Any unit or individual is prohibited from occupying or damaging the property; any property that has been in disrepair for a long time must be repaired and maintained. Article 13 Overseas organizations or individuals carrying out investigation, collection, interview, compilation and research activities on ethnic and folk traditional culture within the administrative area of ??an autonomous county shall be reviewed by the cultural competent department of the autonomous county people's government and submitted for approval in accordance with relevant regulations.

When carrying out the activities specified in the preceding paragraph within the administrative area of ??an autonomous county, the customs and habits of local ethnic minorities must be respected and must not harm the interests of the local people or undermine ethnic unity. Article 14 Traditional folk cultural materials and objects of various ethnic groups that are recognized by the autonomous county as having important historical, artistic, and scientific value may not leave the country without the approval of the people's government of the autonomous county.

Chapter 3 Development and Utilization Article 15 The people's government of the autonomous county shall formulate preferential policies to encourage units and individuals to invest in the development and utilization of traditional ethnic and folk cultural resources, and provide preferential treatment in land use and other aspects to protect the legitimate rights and interests of investors.
