Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, the relevant provisions of the Ministry of Education and provinces (municipalities directly under the Central Government and autonomous regions) and the purpose of running a school in order to better implement the requirements of the Ministry of Education to "run the school according to law", further standardize the enrollment of full-time undergraduates in schools (hereinafter referred to as enrollment work) and ensure the smooth progress of enrollment work.
Article 2 The University of South China is a comprehensive university with a history of 56 years, which is jointly established by the Ministry of Industry and Information Technology, the State Bureau of Science, Technology and Industry for National Defense, China National Nuclear Corporation, China Nuclear Industry Construction Corporation and Hunan Provincial People's Government. The school was formed by the merger of Zhongnan Institute of Technology, the Sixth Research Institute of Nuclear Industry, which was originally affiliated to the Ministry of Nuclear Industry of China, and Hengyang Medical College, which was originally affiliated to Hunan Province. Chapter II Organizational Structure and Its Duties
Article 7 A school shall set up an enrollment leading group composed of the leaders in charge of the school and the heads of relevant departments, and be fully responsible for implementing the policies of the Ministry of Education and the education administrative departments of provinces (municipalities directly under the Central Government and autonomous regions) on enrollment; To implement the enrollment resolutions of the Party committee and administrative department of the school; Discuss major issues of school enrollment and formulate school enrollment policies.
Article 8 A school shall set up an enrollment supervision office composed of the secretary of the school discipline inspection commission and the heads of relevant departments, which shall be responsible for supervising the implementation of various policies and regulations on enrollment, strengthening the discipline education and responsibility restraint for enrollment staff, and safeguarding the legitimate rights and interests of the majority of candidates and schools. School enrollment is also supervised by candidates and parents, news media and all walks of life.
Article 9 The Admissions Office is the permanent institution of the school to organize and implement the enrollment work. Its main responsibilities are: according to the development plan, school conditions, talent demand and subject development formulated by the school, formulate enrollment plans and enrollment plans by province and specialty; Comprehensively and systematically publicize the school's school-running concept, school-running conditions, discipline characteristics, and the construction and development of professional connotation; Organize the implementation of freshman enrollment.
Chapter III Access Rules
Article 10 In 20 14 years, colleges and universities will enroll students in 3/kloc-0 provinces (municipalities directly under the central government and autonomous regions) nationwide, and the enrollment plans of each province will be subject to the announcement of the provincial admissions offices.
Article 11 The guiding ideology of school enrollment is "Three Helps", that is, "Helping colleges and universities to select talents", "Helping middle schools to implement quality education" and "Helping to expand the autonomy of running schools". Follow the principles of "fair competition, fair selection, open procedures, comprehensive assessment, comprehensive evaluation and merit-based admission" to select outstanding talents for the country and schools.
Article 12 Schools shall implement the enrollment system stipulated by the Ministry of Education, and carry out enrollment work under the leadership of the Hunan Provincial Department of Education and the Hunan Provincial Education Examinations Institute and under the unified organization of the enrollment administrative departments of universities in various provinces (municipalities directly under the Central Government and autonomous regions).
Thirteenth schools according to the provinces (municipalities and autonomous regions) to determine the proportion of file transfer, file transfer ratio control in the enrollment plan 120%. The pre-recorded list of independent enrollment of high-level athletes and nuclear majors is provided by the school to the college entrance examination administrative department of the province (municipality directly under the central government and autonomous region) where the students are located according to the assessment, and the admission procedures are handled according to the policy.
Fourteenth in the unified examination results reached the same batch of admission control scores, ideological and moral assessment and physical health examination qualified, in line with the conditions of filing, the school in accordance with the principle of merit-based admission priority to the first volunteer candidates; When enrollment is insufficient, non-first-choice candidates will be admitted.
Fifteenth for the provinces (municipalities and autonomous regions) with elective subjects, in principle, the compulsory subjects of candidates and the total score of elective subjects in our college shall prevail, except as clearly stipulated by the provincial college entrance examination enrollment institutions. Under the same conditions, those with high scores in selected subjects in our school will be given priority. When there are not enough online candidates for the selected subjects in our school, consider recruiting candidates for part-time subjects.
Sixteenth general liberal arts candidates in the school according to the principle of "score priority, voluntary priority" and refer to the results of related disciplines to enroll majors. There is no difference in the professional scores of admission majors. When the total score is the same, arrange the majors according to the order of English, Chinese and mathematics and the order of grades. If the candidates' professional volunteers can't be satisfied and are subject to professional adjustment, appropriate majors will be arranged according to the candidates' achievements and volunteers; If you don't obey professional adjustment, you will be dismissed.
Candidates in Inner Mongolia Autonomous Region arrange majors according to the principle of "voluntary majors"; Candidates in Jiangsu Province arrange their majors according to the principle of "Grading First".
Freshmen can apply for changing majors according to the relevant policies of the school after entering the school.
Article 17 Free rural orders for targeted medical students, poverty-stricken areas plans, local cooperation plans, targeted enrollment in Turpan, Xinjiang, autonomous enrollment in inland classes of ethnic minorities in Xinjiang, and independent enrollment in nuclear specialties are strictly implemented in accordance with the requirements of relevant state documents, and enrollment is based on merit.
Eighteenth high-level athletes enrollment work in accordance with the relevant provisions of the Ministry of Education, the education administrative departments of provinces (cities, autonomous regions) and the University of South China. Candidates of art (fine arts) who have achieved the admission scores of their provinces (municipalities directly under the Central Government and autonomous regions) have passed the professional school examinations organized by our school and passed the examination (candidates of art majors in Hunan Province must take the provincial unified examination and pass the examination), and their cultural and professional scores are admitted in turn according to the total score of 4.5: 5.5. When the total score is the same, candidates with high English scores will be given priority. Admission is mainly in fine arts and fine arts.
Nineteenth schools recognize the preferential policies of the Ministry of Education and provinces (cities, autonomous regions).
Article 20 The foreign language taught in schools should be English.
Twenty-first candidates' physical health requirements, in addition to the special requirements of the enrollment plan, shall be implemented by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation.
Chapter IV Enrollment Specialty and Other Expenses
Twenty-second schools strictly implement the charging standards approved by the price department of Hunan Province.
Twenty-third poor (special) students can apply for a national student loan in the local area with relevant certificates before entering school or apply for tuition remission from the school after entering school. The school has established various forms of reward and funding systems such as national scholarships, national inspirational scholarships, national grants and various special scholarships to reward students with excellent academic performance and help students with financial difficulties complete their studies.
Twenty-fourth new students, the school will conduct a comprehensive review within three months. Those who fail the second interview will be dealt with according to different situations until they are disqualified. Anyone who is found to be cheating will be disqualified immediately and returned to his place of origin.
Twenty-fifth students who have completed all the courses specified in the teaching plan with qualified results are allowed to graduate and awarded the full-time undergraduate diploma of South China University. Those who meet the conditions for conferring degrees in Nanhua University will be awarded a full-time bachelor's degree in general higher education by academic degree evaluation committee.
The school implements credit system teaching management. The school encourages outstanding students to apply for other professional courses and obtain minor certificates and double degrees while studying professional courses.
Supplementary rules
Article 26 The Articles of Association shall be discussed and approved by the Council of South China University, and shall come into force as of the date of promulgation. In case of any conflict between the school's previous enrollment documents and the relevant provisions of the articles of association, the provisions of the articles of association shall prevail.
Article 27 The Articles of Association shall be interpreted by the School Admissions Office.
