All localities should, according to the annual enrollment plan issued by the autonomous region, make overall consideration of the requirements for popularizing high school education and general vocational enrollment scale. According to the scale and conditions of running a school, counties (cities, districts) and schools will issue enrollment plans at one time. Starting from the fall semester of 2020, the enrollment scale of the initial grade of ordinary high schools should not exceed 55 students per class in principle, and the enrollment plan of large classes and universities should be strictly controlled. Unplanned enrollment, over-planned enrollment and early enrollment are strictly prohibited. We will continue to implement the requirement that the proportion of enrollment indicators allocated to junior high schools in the autonomous region should be no less than 50% (private junior high schools allocate indicators according to the number of students enrolled in their respective regions).
