Following the Zhejiang model established by Tang He, on the basis of the "Quanzhou Guard" to guard the local area, he also established a full-time "Yongning Guard" for coastal defense, with 5 "Yongning Guards" under his jurisdiction. "Gaopu Guards Station" (approximately equivalent to today's border defense camp), among which is the "Gaopu Guards Station", and there is a record of the city's construction as "Gaopu City, Gaopu Station". In the same year, the construction of the official warehouse "Gaopucang" also began - the construction of Gaopu City began here.
The next year, 1388 (the 21st year of Hongwu in the Ming Dynasty), Tang He entered Fujian to strengthen the coastal defense construction of Fujian Province. In February of that year, on the basis of the "Gaopu Guards Station", the "Gaopu Qianhu Guards Station" (approximately equivalent to today's border defense regiment) was established in Gaopu, under the jurisdiction of the "Yongning Guards Command Division", and began Large-scale construction of "Gaopaso Castle" was carried out. Also established at the same time was the "Guardian of the Thousand Households at the Golden Gate". Xiamen City, which was called "Yongning (Wei) Zhongzuo Qianhu Suo" or "Jiahe Suo" at that time, would not be renamed "Jianning Wei Zhongzuo Qianhu Suo" until February 1394 (the 27th year of Hongwu in the Ming Dynasty) six years later.
