Measures for the use and management of cultural heritage protection funds shall be formulated by the competent cultural department of the autonomous county and implemented after being approved by the people's government of the autonomous county. Township (town) people's governments and sub-district offices shall do a good job in the protection of cultural heritage within their respective jurisdictions, and village (neighborhood) committees shall assist in the related work of cultural heritage protection. Ninth autonomous county development and reform, ethnic and religious, finance, education, public security, land and resources, housing and urban and rural planning and construction, health and family planning, file management and other relevant departments shall, according to their respective responsibilities, do a good job in the protection of cultural heritage. Chapter II Protection and Inheritance Article 10 The cultural administrative department of an autonomous county shall organize the preparation of a cultural heritage protection plan and report it to the people's government of the autonomous county for approval before implementation.
Cultural heritage protection planning should be connected with the overall planning of national economic and social development, land use planning, urban and rural construction planning and other planning. If blasting, drilling, excavation and other activities are carried out within the scope of protection, the relevant departments shall solicit the opinions of the competent cultural department of the Autonomous County in writing when examining and approving. Twelfth to encourage citizens, legal persons and other organizations to participate in the protection and management of cultural heritage in accordance with the law, and support them to donate cultural heritage materials and objects to the autonomous county cultural relics protection and management units for collection or lend them to relevant units for exhibition and research. The recipient unit shall reward and issue certificates according to the value of the materials.
Cultural heritage objects collected by citizens, legal persons and other organizations shall be reasonably priced according to the principle of voluntariness, and certificates shall be issued.
