Policy constraints of empty student status

Strictly standardize implementation

On March 13 and 14, the Education Department of Inner Mongolia Autonomous Region of China revised and issued the Opinions on Children of Migrant Workers Taking the Senior High School Entrance Examination and College Entrance Examination in Inner Mongolia, stipulating that as of April 14, 1, candidates who have moved in from outside the autonomous region can take 20/kloc-0 in Inner Mongolia if they meet the following three conditions. 2. I have obtained the household registration in Inner Mongolia for 2 years; Three, parents in Inner Mongolia have a legally stable residence, a legitimate occupation and pay taxes, or in accordance with state regulations to participate in social insurance for two years.

A person in charge of the Education Department of Inner Mongolia said that considering the transitional nature of the policy, parents are not required for those who move in from outside the region when registering for the college entrance examination in 20 14, but they must be fully qualified from 20 15.

It is strictly forbidden to recruit in disguise

China's "Measures for the Administration of School Registration of Primary and Secondary School Students" stipulates that every primary and secondary school student has a unique school registration number and implements the practice of "maintaining school registration with others for life". The Notice of China Ministry of Education on Doing a Good Job in High School Enrollment in June 20 14 requires that all localities should prohibit high school students from enrolling "failing students" and "borrowing students" in disguised form.

Policy opinion

Strictly regulate the management of student status, and it is strictly forbidden to hang up the student status. Actively promote the management of electronic student status, strictly implement the "Regulations on the Administration of Student Status in Ordinary Senior High Schools" and the "Interim Measures for the Administration of Student Status Management System in Primary and Secondary Schools in Hainan Province", and establish and improve various management systems for students' transfer, suspension and resumption of studies. Use electronic student status management system to monitor students' enrollment and mobility in primary and secondary schools, keep abreast of changes in the number of students, and do not falsely report the number of students or impersonate headcount fees.

The Opinions emphasize that in accordance with the principles of "territorial management" and "who is in charge and who is responsible", efforts should be made to investigate and deal with illegal school-running behaviors. Those who are mainly responsible for violating the rules will be given informed criticism, whose qualification of appraising and evaluating first will be cancelled, which will be linked to the evaluation and promotion of professional titles until other administrative responsibilities are investigated.
