Can be purchased. There is no law that ivory products returned from Japan cannot be bought in antique shops. You can buy it yourself if you like. However, due to the small number of elephants in Japan itself, it is forbidden to kill elephants, so most of the ivory shipped back from Japan is fake and can only be used for collection.
