The team leader is composed of Liu Xiao, Liu Changsheng, Qian Ying and Liu Shaowen. In May of the same year, in order to strengthen and adjust the Party's leadership over the work in Jiangguan District, the Central Committee decided to change the Central Shanghai Branch to the Central Shanghai Branch, "to be responsible for the organization and work of the Party's peace fund in the Yangtze River Basin and southwest provinces, and to guide the Hong Kong branch when necessary."
