It is the predecessor of a public library that is completely open to Shanghai.

A number of publishing houses, bookstores and periodicals have mushroomed in Sichuan North Road, giving this bustling commercial city a cultural color and a bright spot of "revolution and progress". 1924, the Shanghai General Post Office Building, which stands on the west side of the north embankment of Sichuan Road and Bridge, was completed, and the Shanghai Postal Administration moved in.
