Due to the occupation of the coastal area at that time, there were no boats available for work, so Zou Jian was transferred to Chengdu Army Academy in Sichuan for the tenth training and graduated from 1942. China fought side by side with the United States and Britain and became one of the anti-fascist allies in the Second World War.
In view of the need to rebuild the navy after the war, Zou Jian was selected by the government to study in Britain and the United States as the basis for building the army. At that time, the European War was not over yet, and naval officers sent to Britain all asked to join the British army in order to make meritorious military service and increase actual combat experience for reference in future army building. Zou Jian was elected as an officer to go to Britain to fight in the war. 1943, he was first trained at the Royal Naval University in Greenwich, England. 1In June, 944, he was sent to work on the British ship "Emperor", which coincided with the famous "Normandy Landing Campaign" in World War II. Zou Jian became one of the few lucky officers who participated in this great campaign. After that, Zou Jian landed with the ship in South France and fought in various parts of the Mediterranean. He repeatedly made meritorious military service, gained a lot of actual naval combat experience, won honor for his country, and won the "Great Wall Medal" issued by the government.
At the end of 1944, Zou Jian was transferred to the British naval academy and trained in the submarine academy. 1948 was sent to Britain to accept the work of the British ship "Chongqing" to help the ship return to the motherland safely. After that, he was sent to work at the naval headquarters. After retiring to Taiwan Province Province, he continued to work in the navy. He has served as various new captains of Yongtai Ship, Taihu Ship and Luoyang Ship.
1960 was transferred to the naval attache of the "presidential office", 1964 was transferred to the president of the naval academy.
1965 was transferred to the naval attache of the embassy in the United States and served in Washington for four years.

1986 ambassador to Korea, 1990 left his post at the end of his term and returned to Taiwan Province. Because he had reached the retirement age, he officially retired that year and left the military field that had served for many years. Later, Zou Jian was hired as a "national policy adviser" and 1999 was dismissed and officially became a civilian.
Since 1985, Zou Jian has been elected honorary chairman of the 10th, 11th, 12th, 13th, 14th, 15th and 16th sessions of the Northern Fujian Association (including 20 counties and cities under the jurisdiction of Jianning, Yanping and Shaowu, now belonging to Nanping and Sanming), and has been doing social work for the villagers in Northern Fujian.

It can be seen from this written record that although Zou Jian and other generals have quite high intelligence, excellent professional knowledge, rich operational command ability and rich life experience, they are still not enough. As a senior general, negotiating with foreign countries is bound to hurt the country, even if they don't know some basic rules and legal provisions of international trade. This is the fatal flaw of senior officials in China. The two submarines ordered by Zou Jian from the Netherlands are not the latest products.
