Article 3 These Regulations shall apply to the investigation, evaluation and declaration of various world heritage resources within the administrative area of Sichuan Province, as well as the planning, construction, monitoring, protection and management within the scope of world heritage protection. Article 4 The protection of world heritage shall adhere to the principles of strict protection, unified management, scientific planning and sustainable utilization to ensure the authenticity and integrity of world heritage.

Article 5 The local people's governments at or above the county level in world heritage sites shall be responsible for the protection and management of world heritage within their respective administrative areas, establish and improve the coordination mechanism of world heritage management, and coordinate and solve major problems in the protection and management of world heritage.
The administrative departments of housing and urban and rural construction of local people's governments at or above the county level are in charge of the protection and management of world natural heritage, world cultural and natural heritage, and the administrative departments of culture (cultural relics) are in charge of the protection and management of world cultural heritage, and cooperate with the administrative departments of housing and urban and rural construction to do a good job in the protection and management of cultural heritage in world cultural and natural heritage.
Other administrative departments in charge of nationalities and religions, land and resources, environmental protection, water conservancy, forestry, transportation and tourism shall, in accordance with the division of responsibilities, assist in the protection and management of world heritage.
The protection and management of world heritage across administrative regions shall be coordinated by the people's government at the next higher level where the world heritage is located. Article 6 The local people's governments at or above the county level where the World Heritage is located shall incorporate the protection and management of the World Heritage into the national economic and social development planning, overall land use planning and urban and rural planning at the corresponding level. Article 7 The local people's governments at or above the county level where the World Heritage is located shall include the funds for the protection and management of the World Heritage in the fiscal budget at the corresponding level. Article 8 All units and individuals have the obligation to protect the world heritage and have the right to stop and report acts that damage the world heritage. Chapter II Declaration Article 9 The provincial people's government is responsible for the leadership, organization and coordination of the declaration of world heritage in the province. The administrative department of housing and urban construction and culture (cultural relics) of the provincial people's government is responsible for the guidance, supervision and audit of the world heritage declaration in the province. Article 10 Local people's governments at or above the county level shall investigate and evaluate the resources with world heritage value distributed within their administrative areas, establish archives and strengthen protection. Article 11 The local people's governments at or above the county level where the heritage resources are located shall declare the resources with world heritage declaration value, and organize resource investigation, value evaluation and compilation of world heritage declaration texts within their respective administrative areas in accordance with the world heritage declaration standards. After being screened, evaluated and demonstrated by experts organized by the administrative departments of housing and urban-rural construction and culture (cultural relics) of the provincial people's government, it was included in the preparatory list of world heritage in Sichuan Province. Article 12 To declare the Reserve List of World Heritage in China, the people's government at the county level shall apply and report it to the municipal (state) people's government for examination and approval. After the provincial people's government housing and urban and rural construction, cultural (cultural relics) administrative departments in conjunction with the relevant administrative departments and experts to evaluate and demonstrate, submitted to the provincial people's government for approval, and in accordance with the prescribed procedures to declare. Thirteenth to declare the world heritage, the local people's governments at or above the county level shall apply and report to the municipal (state) people's government for examination and approval. The provincial people's government housing and urban and rural construction, culture (cultural relics) administrative departments of first instance, and with the consent of the provincial people's government, in accordance with the prescribed procedures reported to the corresponding administrative departments in the State Council.
Cross-administrative world heritage declaration shall be organized and implemented by the people's government at the next higher level. Chapter III Planning Article 14 The local people's governments at or above the county level in the world heritage nomination areas shall, within two years from the date of starting to declare, compile and complete the outline of the protection plan for the world heritage nomination areas that meet the declaration requirements.
The local people's governments at or above the county level of world heritage sites shall, within one year from the date when the nominated heritage sites are included in the World Heritage List, formulate or revise the protection plan for world heritage sites.
Cross-administrative world heritage protection planning should be organized by the people's government at the next higher level; The people's governments of cities (states) and counties (cities, districts) within the scope of world heritage sites shall, according to the requirements of the protection planning of world heritage sites, organize the preparation of the protection planning of world heritage sites. Fifteenth world heritage protection planning should comply with the relevant laws and regulations and the provisions of the Convention for the Protection of the World Cultural and Natural Heritage, define the scope, objectives and priorities of world heritage protection, and determine the protection and utilization measures by classification.
The world heritage protection plan shall solicit the opinions of the relevant administrative departments, the public and experts, and be connected with the protection plans of scenic spots, nature reserves and cultural relics protection units approved according to law within the scope of protection.
The compilation of world heritage protection planning and regional protection planning shall be undertaken by organizations with corresponding qualifications according to the categories of world heritage.
