The basic meaning and calculation method of the index are introduced in detail below. Each reporting unit shall specify the calculation process and reference data of each index in detail when reporting.

1. Housing security rate

Indicator explanation: refers to the percentage of the cumulative number of families implementing housing security to the cumulative number of families applying for registration. Housing security includes monetary security and housing physical security. Physical housing security includes low-rent housing, affordable housing, public rental housing and price-limited commodity housing.

Index calculation method: housing security rate = number of households (households)/number of households (households) who have applied for registration and should be guaranteed × 100%.

Interpretation of indicators: the centralized treatment rate of urban domestic sewage is higher than the national average 10%, the sewage collection pipe network is complete, the operating load rate of sewage treatment plants is higher than the national average, and the sludge is effectively disposed. The centralized treatment rate of urban domestic sewage refers to the percentage of urban domestic sewage treated by urban sewage treatment plants above the second level and reaching the discharge standard.

Indicator explanation: It means that the harmless treatment rate of domestic garbage is higher than the national average of 20%, the garbage treatment facilities are above Grade II, and the operation is safe. Trial garbage classification, the harmless treatment rate of domestic garbage refers to the percentage of harmless treatment of urban domestic garbage to the total amount of urban domestic garbage.

Indicator explanation: refers to the collection of public libraries per 10,000 people in urban areas, in which the total collection of public libraries refers to the total number of bound volumes, pamphlets and manuscripts of ancient books, books, periodicals and newspapers catalogued by libraries, as well as audio-visual documents such as microforms, videotapes, audiotapes and CDs.

1. Ecological environment protection (qualitative index)

Interpretation of indicators: It refers to the connectivity of natural ecological environment elements such as mountains, rivers, lakes and seas in the built-up area, and the greening effect along the waterfront is good (the greening rate along the waterfront reaches 80%), paying attention to natural ecological protection, revetment and underwater treatment according to ecological principles, and the ecological benefits and landscape effects are obvious.

2. Urban biodiversity (qualitative indicators)

Interpretation of indicators: refers to the protection of ecosystems, biological species and genetic diversity. Urban biodiversity protection planning and implementation measures should be formulated; A general survey of biological species resources should be completed at least in the urban area, and the year of completion should be taken as the base year; If the evaluation year exceeds 5 years in the base year, the number of representative species of birds, fish and plants in the city in that year should be investigated and counted, and it should not be lower than the corresponding species in the base year; If the evaluation year does not exceed five years of the base year, only whether the urban biodiversity protection plan and implementation measures have been formulated and whether the general survey of biological species resources in the urban area has been completed. 1. Urban air quality

Indicator explanation: refers to the proportion of days with air pollution index (API)≤ 100 to the number of days in the whole year. Air pollution index (API) is the daily ambient air pollution index of certified monitoring points in urban built-up areas.

Index calculation method:

The proportion of days with annual air pollution index (API)≤ 100 = days with API ≤100/annual days × 100%.

2. Environmental quality of urban surface water

Indicator explanation: It means that urban surface water meets the standards of corresponding categories specified in Environmental Quality Standard for Surface Water (GB3838-2002) according to different functional categories, and the compliance rate is 100%.

1. Social insurance fund collection rate

Indicator explanation: refers to the ratio of the total number of employees covered by basic old-age insurance, unemployment insurance and medical insurance to the number of employees who should be insured.

Index calculation method: the collection rate of social insurance fund = the number of employees participating in all three insurances (ten thousand)/the number of employees who should be insured (ten thousand) × 100%.
