Tianjin Regulations on the Administration of Publishing, Printing and Distribution of Books, Newspapers, Periodicals and Audio-visual Products

Chapter 1 General Provisions Article 1 In order to ensure and promote the prosperity and healthy development of this publishing industry and maintain the normal order of publishing, printing and distribution, in accordance with the relevant provisions of laws and regulations and in light of the situation of this city , formulate these regulations. Article 2 These regulations shall apply to the publication, printing and distribution of books, newspapers, periodicals and audio-visual products within the administrative area of ??this city. Article 3 The publication, printing and distribution of books, newspapers, periodicals and audio-visual products must adhere to the principle of benefiting the physical and mental health of readers and viewers and not harming the interests of the country and the people.

It is prohibited to publish, print, or distribute books, newspapers, periodicals, and audio-visual products that are illegal and expressly prohibited by the state. Article 4 People's governments at all levels shall support the publishing industry, encourage agencies, social groups, enterprises and institutions to set up publishing, printing, and distribution funds to support and guarantee the publication of academic scientific and technological works and textbooks.

People's governments at all levels should take measures to prosper the market for books, newspapers, periodicals and audio-visual products. No organization or individual may hinder legal publishing, printing and distribution activities. Article 5: The press, publication and radio and television administrative departments are the departments in charge of publishing, printing, and distributing books, newspapers, periodicals, and audio-visual products in this city, and are responsible for the management and supervision of work in accordance with their respective responsibilities.

The administrative departments of books, newspapers, periodicals and audio-visual products of the district and county people's governments are responsible for the printing and distribution of books, newspapers and periodicals and the distribution and management of audio-visual products within their respective administrative regions.

Administrative departments such as public security, industry and commerce, customs, and taxation manage books, newspapers, periodicals, and audio-visual products in accordance with the authority and regulations stipulated in relevant laws and regulations. Postal, civil aviation, railway, transportation and other departments should assist administrative departments in the management of books, newspapers, periodicals and audio-visual products. Chapter 2 Publishing Management Article 6 To establish a book or audio-visual product publishing unit, an application must be submitted to the municipal press and publication or radio and television administrative department. The administrative department that receives the application shall complete the review within thirty days and report it to the national press and publication administrative department for approval. The approved unit shall apply for a business license from the local industrial and commercial administration department with the approval document. Article 7 To establish a newspaper and periodical publishing unit, an application must be submitted to the press and publication administrative department. The press and publication administrative department shall complete the review within thirty days and obtain the consent of the relevant departments, and then submit it to the national press and publication administrative department for approval. Article 8 The municipal press and publication or radio and television administrative department shall notify the applicant unit within ten days after receiving the decision of the national press and publication administrative department to approve the founding unit. The applicant unit shall register with the municipal press and publication or radio and television administrative department within thirty days from the date of receipt of the notice. Article 9 To establish an informal newspaper or periodical, an application must be made to the municipal press and publication administrative department, and upon approval and registration, an internal newspaper and periodical approval certificate shall be obtained.

When the central government units in Tianjin establish informal newspapers and periodicals, after approval by the national administrative department, they should register with the municipal press and publication administrative department and obtain an internal newspaper and periodical approval certificate. Article 10 If a book publishing unit fails to carry out publishing activities for six months after receiving its business license or stops publishing activities for one year, its registration shall be canceled by the press and publication and industrial and commercial administration departments respectively.

After a newspaper and periodical publishing unit registers, if it fails to publish a newspaper for six months or fails to publish a newspaper for one year, the press and publication administrative department shall cancel the registration. Article 11 If a publishing unit changes its name or merges or relocates, the relevant procedures must be handled in accordance with the original approval procedures. Article 12 It is prohibited to transfer, forge, counterfeit, or trade the name, book number, edition number, newspaper number, and printing approval number of the publishing unit.

Audio and video product publishing units shall not entrust editing, review and recording work to reproduction and distribution units. Article 13: Any unit or individual other than a publishing unit may not publish books, newspapers, periodicals, and audio-visual products that are publicly distributed in society.

Publishing books at one’s own expense shall be handled in accordance with relevant national regulations. Article 14 Book publishing units shall abide by the regulations of the national press and publication administrative department on special topic selection, collaborative publishing, and printing and distribution, and shall not increase the number of copies of books with limited print runs without authorization.

To publish supplements to periodicals, one must apply for a supplement license from the municipal press and publication administrative department. The administrative department that receives the application shall make a decision within 20 days from the date of receipt of the application. Article 15 Books, newspapers and periodicals shall contain version records. Periodicals shall not use the general serial number instead of the annual number, and shall not use the main headings to replace or override the journal title. Audio and video products should contain standard codes.

The book number, newspaper number or standard code used by the publishing unit shall not be substituted for each other. Article 16 Books, newspapers, periodicals and audio-visual products used within religions must be printed by designated units after approval by the municipal religious affairs administrative department and a license issued by the municipal press and publication or radio and television administrative department. Article 17 The publication of wall calendars, calendar paintings, picture cards, New Year paintings, nave paintings, etc. shall be carried out in accordance with relevant national regulations. Article 18 Units that publish books, newspapers, periodicals and audio-visual products shall submit samples or samples to the municipal press and publication or radio and television administrative department. Chapter 3 Printing Management Article 19 Units engaged in book, newspaper and periodical printing business shall obtain the book, newspaper and periodical printing license issued by the municipal press and publication administrative department upon review and approval by the public security authority where the unit is located, and apply to the industrial and commercial administrative department. You can only operate after obtaining a business license.
