Article 2 People's governments at all levels should strengthen the publicity and education of the Law of People's Republic of China (PRC) on Regional National Autonomy and related laws, regulations and ethnic policies, formulate specific measures according to law, properly handle issues affecting ethnic unity, consolidate and develop socialist ethnic relations of equality, unity and mutual assistance, and prohibit acts that undermine ethnic unity and create ethnic divisions.

Article 3 It is the duty and responsibility of citizens to safeguard the reunification of the motherland and national unity.

The people's governments of ethnic autonomous areas shall earnestly guarantee the observance and implementation of the Constitution and laws in their own places and actively safeguard the overall interests of the country.

Article 4 People's governments at all levels shall actively carry out various activities to promote national unity and progress, and commend and reward units and individuals that have made outstanding contributions to the cause of national unity and progress.

People's governments at higher levels formulate preferential policies to encourage ethnic autonomous areas to implement family planning and prenatal and postnatal care, and improve the quality of the population of all ethnic groups.

Article 27 People's governments at higher levels shall, in accordance with the relevant provisions of the state, help ethnic autonomous areas to speed up the construction of social security systems, establish and improve pension, unemployment, medical care, work injury insurance, maternity insurance and the minimum living security system for urban residents, and form a social security system that is compatible with the local economic and social development level.

Thirty-second administrative departments of people's governments at all levels, in violation of these provisions, do not perform their duties according to law, and their superior administrative organs or supervisory organs shall order them to make corrections.

Staff of administrative organs at all levels abuse their powers, neglect their duties, engage in malpractices for selfish ends in the implementation of these Provisions, which constitutes a crime, and shall be investigated for criminal responsibility according to law; If it does not constitute a crime, it shall be given administrative sanctions according to law.

Article 33 The people's governments at higher levels mentioned in these Provisions refer to the people's governments at higher levels in ethnic autonomous areas.

Article 34 The relevant departments of the State Council, the people's governments of provinces and municipalities directly under the Central Government under the jurisdiction of autonomous prefectures and autonomous counties shall, within the scope of their functions and powers, formulate specific measures in accordance with these Provisions and report them to the State Council for implementation.

Article 35 These Provisions shall come into force as of May 36, 2005.
