After Teng arrived in Baling, regardless of personal gains and losses, he put state affairs first, worked diligently for the people, and did several good things, such as expanding schools, building long levees for flood control, and rebuilding Yueyang Tower. These things have been praised by the people. As a result, within two years, the government is harmonious and prosperous, "ruling the world best." After the Yueyang Tower was rebuilt, he wrote to his friend Fan Zhongyan and asked him to take notes to help this "temporary event".
Extended data Teng Zongliang (990-1047) was born in Luoyang, Henan Province in the Northern Song Dynasty. He is known to the world for Fan Zhongyan's The Story of Yueyang Tower. There are statues of Fan Zhongyan and Teng in the Shuangmiao of Yueyang Tower (right).
Teng, Fan Zhongyan and Liu Yueju are the same group of scholars. Fan Zhongyan was appointed as the salt official of Xixi (now Dongtai, Jiangsu Province) when he was first awarded the judge of Taizhou Army. He suggested that Taizhou well-known Zhang Lun build a seawall weir, and recommended Teng as his assistant. Teng has shown extraordinary talent in building seawalls and weirs, and has been highly praised. Later, they moved to Dangtu (now dangtu county, Anhui) and Shaowu (now Shaowu, Fujian). After Fan Zhongyan was promoted to Beijing as an official, he was rewarded for his talent and was called to the examination institute. Tian Shengzhong was also appointed as Dali Temple Cheng, responsible for reviewing prison cases.
