Novels, fables in a broad sense, historical stories and literati notes are all counted as part of novels. If so, the pre-Qin prose will have the embryonic form of the novel.
In a narrow sense, I personally think it started with the legend of the Tang Dynasty. Song and Yuan Dynasties reached a relatively complete form.
In contrast, there are poems (epics), plays, essays and finally novels in the West. (I also mean it in a narrow sense)
I think whether in China or in the West, novels are the last kind. This art genre is the most complicated and difficult to create.
