Legal basis: Article 4 of the Regulations on the Administration of Government Archives is unified leadership and graded management.
The national archives administration department is responsible for the overall planning, organization, coordination and unified system of archives work of state organs, and is responsible for the supervision, guidance and inspection of archives work of central and state organs.
The local archives administration department shall, under the guidance of the archives administration department at a higher level, be responsible for the overall coordination and system construction of the archives work of organs within its administrative area, and shall be responsible for the supervision, guidance and inspection of the archives work of organs within its administrative area.
When performing inspection duties, the archives administration department carries out inspection by entering relevant places, asking relevant personnel, consulting and copying relevant files.
The central and local professional authorities shall, in accordance with the professional management system and under the guidance of the archives administration department, supervise and guide the archives work of their own systems and directly affiliated units.
When conducting supervision and guidance, the central and local professional departments should follow the principle of unified leadership and hierarchical management.
