Is the ancient tomb in China buried with the living and the dead, and all the construction workers died in it?

Some were buried with the living, such as the tombs of Shang kings, nobles and Ceng Houyi in the Warring States Period.

Not necessarily. Judging from the excavated tombs, if workers die in them, the remains should be messy, and most (stolen) tombs with martyrs are neatly placed when they are opened, so there is no evidence that workers will stay in them when the tombs are closed.
