In order to further promote the comprehensive reform of teacher training and improve the quality of training, the following requirements are put forward for the implementation of the national training plan for kindergarten teachers in primary and secondary schools for 20 15 years (hereinafter referred to as the "national training plan"):
First, make clear the key points and do a good job in overall design.
From 20 15, the "National Training Plan" mainly aims at rural teachers, and takes effective ways such as job replacement, teachers going to the countryside, online training, short-term concentration, expert guidance and school-based training to provide professional training for teachers. All provinces should select project counties in batches according to the requirements of the implementation plan of the "National Training Plan"-the central and western projects and the national training project for kindergarten teachers, and promote the project implementation step by step.
All provinces should organize forces to go deep into local education administrative departments, teacher training institutions at all levels and rural primary and secondary kindergartens, and conduct comprehensive and detailed special investigations around the overall situation of local rural teachers, the development of rural teacher training, the level of rural teachers' ability and quality, rural teachers' learning methods and rural teachers' development paths by means of field visits, questionnaires and interviews. Through special investigation, the weak links of rural teacher training are identified, the shortcomings of rural teacher development are identified, the training needs of rural teachers are clarified, and the coverage, training scale, key tasks, promotion steps, management measures and guarantee measures of primary and secondary school teacher training and kindergarten teacher training in 20 15 are defined, and the overall design of the project is completed.
Second, optimize the project setting and carefully formulate the planning scheme.
"Demonstration Project" focuses on the construction of training team, high-end training of backbone teachers and training of teachers in scarce areas, innovating training mode and strengthening the construction of high-quality resources. The "Midwest Project" and the "National Kindergarten Teacher Training Project" mainly aim at the needs of rural primary and secondary school teachers and kindergarten teachers, and implement five types of projects, such as full-time replacement of training teams, training of teachers going to the countryside, network training of teachers, training of rural teachers visiting famous schools and training of rural campus directors. It is necessary to strengthen the training of teachers in scarce areas and weak disciplines, and carry out the training of Chinese excellent traditional culture such as calligraphy and campus football teachers.
All provinces should further subdivide the training objects, refine the project settings and carefully formulate the project planning scheme in light of local conditions. Clarify the training objectives, training objects, training contents, training methods and implementation requirements of each sub-project, and standardize and guide the project declaration, implementation and evaluation of colleges (institutions) and districts and counties.
Third, choose the best training institution to improve the training effect.
In order to ensure the project landing, universities, qualified public private teacher training institutions, county-level teacher development centers, high-quality primary and secondary schools and kindergartens jointly declare the national training project. Colleges and universities should integrate their own training resources and establish cooperation mechanisms with county-level teacher development centers and high-quality primary and secondary kindergartens. County-level teacher development centers should be integrated with teacher training institutions, teaching research and audio-visual education departments. Reform and improve the project bidding mechanism, combine regular bidding with annual approval, implement a 2-3-year regular bidding system for units with excellent performance evaluation, and implement annual elimination at the same time, with an adjustment ratio of not less than 20% in principle.
Colleges (institutions) undertaking training tasks should scientifically diagnose teachers' training needs, design progressive training courses by classification, disciplines and layers, and carry out training with distinct themes with the focus on improving teachers' teaching ability. Teachers' morality education, rule of law education, mental health education and information technology application are compulsory contents of training. Make effective use of teachers' online training community, effectively implement the mixed training of centralized face-to-face teaching, online training and on-site practice, and promote the combination of learning and application of teachers.
Fourth, strengthen supervision and evaluation to ensure the quality of training.
The state has improved the qualification standards of national training institutions, and supervised and evaluated the implementation process and effect of local projects by means of big data evaluation, anonymous evaluation of students' network, expert spot check evaluation and third-party evaluation. All localities should refine the evaluation of training programs and courses according to relevant standards, and strictly control the entrance. Relying on the existing resources, establish an information management system for project implementation process supervision and performance evaluation, comprehensively monitor the training process, and effectively carry out training performance evaluation. Establish a training performance disclosure system, and take the evaluation results as an important basis for the selection and adjustment of project counties and training institutions.
According to national requirements, combined with local conditions, the funds for the "Midwest Project" and the "National Kindergarten Teacher Training Project" should be rationally allocated. Strengthen the supervision of the use of funds, improve the project budget and final accounts, strictly reimburse funds, and ensure earmarking. Training accommodation arrangements should be frugal and the requirements of the eight central regulations should be effectively implemented. It is strictly forbidden to use training funds to arrange visits and inspection activities unrelated to training. All localities should implement work funds to ensure the smooth implementation of the project.
The provincial education administrative departments shall, within 30 days after the issuance of this notice, publish a tender announcement on the website of the Teacher Affairs Department of the Ministry of Education. The relevant provinces (autonomous regions and municipalities) should complete the formulation of the "Midwest Project" and "National Kindergarten Teacher Training Project" within 60 days, and select training institutions (institutions) and project counties, and submit them to the Ministry of Education and the Ministry of Finance for review according to relevant requirements. The central government will reduce the special funds for the "National Training Plan" of the province in the current year for the provinces that have been verified to have poor training organization and management, low student satisfaction and improper use of training funds.
