Who wrote this calligraphy?

Chang 'an, Shaanxi, formerly known as Cui, associate researcher, member of Shaanxi Book Association. His works have been selected into the National Collection of Fine Paintings and Calligraphy, the Collection of Chinese and Japanese Paintings and Calligraphy, Artists in the West, Chang 'an Paintings and Calligraphy, and Selected Works of National Famous Paintings and Calligraphy. Many works are collected by museums, forest of steles and memorial halls in Shaanxi, Sichuan and Fujian.
