On April 2nd, Shanghai held a conference on promoting cultural and creative industries. Minhang District Committee and District Government conscientiously implemented the spirit of the meeting, and established a district cultural and creative industry leading group with the deputy secretary of the district Committee as the leader, Committee member Tang, Minister of Propaganda Department and deputy head of the district, and the heads of relevant units as members. After the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China was held, all relevant departments in Minhang District conscientiously implemented the spirit of the Central Plenary Session and the Sixteenth Plenary Session of the Ninth Municipal Committee, and took various measures to promote cultural development and prosperity. I. 20 1 1 Development of Cultural and Creative Industries in Minhang District
(1) The scale of commercial formats is constantly expanding.
Minhang District actively promotes "innovation-driven, transformational development", with high-tech industries and modern service industries as the core, and gradually forms a regional economic development pattern with balanced development of secondary and tertiary industries. The development of modern service industry has accelerated, with the added value accounting for 34.9% of GDP at the end of 20 17, and the cultural and creative industries have also shown a rapid growth trend. According to incomplete statistics, by the end of 20 17, the overall scale of cultural and creative industries in Minhang district was about 20 billion yuan, and printing, entertainment, creative design and other categories had formed a certain scale. At present, there are: China (Shanghai) network audio-visual industrial base (national level), Xinqiao Creative Industrial Park in the western suburbs, Meilong 439 Shanghai International Fashion Weaving Creative Industrial Park (the above two are municipal creative industrial clusters), Meilong Zhongxin Industrial Park (mainly printing industry) and Hongqiao? A number of cultural industrial parks such as Peter 525 Cultural and Creative Park (focusing on cultural and creative design), Qibao Street (cultural and leisure tourism) and Zhao Jialou Ancient Town (cultural tourism), as well as Qibao Eco-business District with cultural and creative industries as its core, will soon be fully launched. At present, our district is actively participating in the declaration and selection of Shanghai Cultural Industrial Park.
(B) continuous optimization of the policy environment
The district party committee and the district government regard the cultural and creative industries as an important starting point to promote the development of the service industry, and have successively formulated and issued policy documents such as "Implementation Opinions on Further Promoting Scientific and Technological Innovation and Industrialization of Achievements in Scientific Outlook on Development" and "Implementation Opinions on Establishing the Working Mechanism of" Big Investment Promotion "in Minhang District". The Minhang District People's Government issued the Trial Measures for Special Funds for Talent Development in Minhang District and the "Twelfth Five-Year Plan" for Cultural Development in Minhang District, which clearly proposed to support the development of cultural and creative industries. The Bureau of Culture, Broadcasting and Culture, together with the relevant commissions, formulated the Twelfth Five-Year Plan for the Development of Cultural and Creative Industries in Minhang District (discussion draft). Our region has introduced a number of influential cultural projects and powerful cultural enterprises.
(c) These two impacts are increasing.
Encouraged by the strong east wind of the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China, the cultural and creative industries in our region have taken on a new look of great vitality. Cultural and creative parks and cultural enterprises not only promote the improvement of urban environment, but also constantly use their unique advantages to carry out colorful cultural construction activities, and their social and economic effects are increasing day by day. For example, Xinqiao Park draws lessons from the model of "Hundred Lectures" and carefully creates "Xinqiao-Hanlin Lecture Hall". Meilong 439 Creative Park has established a teaching, experimental and entrepreneurial practice base, organized knitting training free of charge, and held knitting competitions in the whole city. The traditional advantages of the printing industry have been further consolidated, the total output value has maintained the leading level in the city, and a large number of enterprises have won national, provincial and municipal awards. There are 16 registered private performing arts groups, accounting for one-seventh of the total registered private performing arts groups in the city, and a number of teams and artists are temporarily exposed.
In the first place, three teams, including Hong Ying Magic Art Troupe, were commended by Shanghai "Contribution Award for Serving Grassroots Performances", "Cultural Tourism Development Award" and "Performance Participation Award" respectively. The article "Research on the Development Status and Countermeasures of Minhang District Private Troupe" written by our bureau won the Excellence Award in the research topic selection of Shanghai Municipal Bureau of Culture and Broadcasting. The film distribution and projection industry has developed rapidly. Within a few years, high-end cinemas outside the system have developed from 1 to Century Universal Studios, Shanghai CJV Studios, Maritime International Studios and so on 16, which have been welcomed and praised by the citizens.
20 1 1 On August 23rd, the Municipal Bureau of Culture, Radio, Film and Television held the mid-year meeting of 201/culture, film and television industry. At the meeting, Minhang District Bureau of Culture and Broadcasting made an exchange speech on "introducing cultural projects, developing cultural industries, and adding luster to' comprehensive restructuring and deep urbanization'".
Two. Ideas and measures for developing cultural and creative industries in Minhang District 20 12
In 20 12, Minhang District will conscientiously implement the spirit of the Central Committee and Shanghai Municipality on promoting the development of cultural and creative industries, take the opportunity of building a "cultural metropolis", focus on the development main line of "comprehensive structural adjustment and deep urbanization" of the district Committee and government, and rely on "one axis (Qixin Road), one area (along the Huangpu River) and three major functional areas (Dahongqiao, Dazizhu and Dadi).

Highlight the strategic positioning of Hongqiao Business District as an important bearing area of Shanghai International Trade Center, actively integrate into the Yangtze River Delta integration process, rely on the solid foundation of advanced manufacturing industry and the facilities carriers of major business districts, and focus on developing cultural and creative industries on the basis of the spatial layout of Minhang District's modern service industry cluster, forming a "one circle, one belt and many points" development layout of cultural and creative industries, and enhancing cultural soft power.

Minhang Cultural Park covers an area of 1280 mu, and now six major projects are identified: Minhang Museum, Shanghai Art Museum, Citizen Leisure Square, Lawn Cultural Square, Wu Fang Garden and Ferrari Cultural Center. Now Minhang Museum has been approved by the Municipal Development and Reform Commission, Shanghai Art Museum is about to be established, and other projects are being promoted. Qibao Eco-business District is adjacent to Minhang Cultural Park. There are four major projects: Wenxin Media Valley (Shanghai Wenxin Group), Century Publishing Park (Century Publishing Group), Philip Burkart Shanghai Film and Television Valley (invested and built by famous Hong Kong director Wu Siyuan), Lai Shengchuan International Theatre Center and Minhang Media Center. At present, it is about to enter the stage of land bidding, auction and hanging. Qibao Street has formed a historical block in Shanghai, including Qibao Painting and Calligraphy Art Museum, Zhang Chongren Memorial Hall, Old Business, Bell Tower, Cricket Cottage, Cotton Weaving Workshop, Qibao Zhou's Micro Sculpture Cylinder, Shadow Play Theatre, Pawnshop and other cultural tourist attractions.
