How to read these calligraphy words? What's the point?

The stone tablet is engraved with the words "repairing bridges and monuments". There is a true story about the Double Hongqiao. The Double Hongqiao in Heshun was built by Cunyu, an official of the Ming Dynasty (equivalent to a senior professor in the Protocol Department of the Ministry of Foreign Affairs). After Cunyu retired from the army and returned to his hometown, he led the villagers to build the Double Hongqiao. After the completion of the bridge, he set up a monument of "repairing the bridge by turning it upside down" and buried the remaining silver coins under the monument for future generations to use when repairing the bridge. Some clever outsiders have understood the meaning of "the bridge is built on the monument, and the monument is self-taught". At night, they knocked down the monument and stole the treasure.
