The highest authority of Zhejiang Federation of Literary and Art Circles is the Zhejiang Federation of Literary and Art Circles Provincial Congress and its elected Zhejiang Federation of Literary and Art Circles Committee. Zhejiang Federation of Literary and Art Circles elected a chairman and several vice-chairmen to form a presidium. The presidium elects a permanent secretary and several secretaries to form a secretariat. When the Congress and the Committee are not in session, the Secretariat presides over the daily work of the Zhejiang Federation of Literary and Art Circles and leads the organs and directly affiliated institutions of the Federation.
With Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents as the guidance, its purpose is to unite the literary and art circles in the province, unite the literary and art workers in the province, devote themselves to the prosperity and development of literary and art undertakings and cultural industries, and meet the growing spiritual and cultural needs of the people. Carry out the comprehensive, coordinated and sustainable development of Scientific Outlook on Development, strive to build socialist material civilization, political civilization and spiritual civilization, promote socialist economic construction, political construction, cultural construction and social construction, and realize socialist modernization. Its main responsibilities are:
(1) Organizing, contacting, coordinating, guiding and serving the members of the group, reflecting the situation and requirements of the members of the group to relevant parties, and undertaking matters that the members of the group need to make overall arrangements; Responsible for the leadership and management of directly affiliated associations.
(2) Communicate with the democratic consultation channels of the Party committee, the government, all walks of life and the literary and art circles, closely cooperate with the government cultural authorities and other relevant departments and mass organizations to carry out literary and artistic activities, and develop the cultural and artistic undertakings of the whole province.
(3) Pay attention to creation, production of works and talents, create a good environment and atmosphere for literary and artistic creation, and promote the prosperity of literary and artistic undertakings. Formulate creative planning, organize literary and art workers to go deep into life, take various effective measures, actively discover, support and cultivate literary and art talents, and constantly expand the literary and art team. Run well the activities with great social influence, cooperate with major national festivals, and launch literary and artistic activities with literary and artistic characteristics.
(4) Cooperate with members of various groups, take various forms, organize and promote literary and art workers to seriously study the theories of Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, actively carry out theoretical and academic exchanges, and constantly improve the ideological and artistic level of their works.
(five) to expand the cultural industry directly under the provincial Federation of Literary and Art Circles and enhance the ability of self-development.
(six) to carry out international folk cultural exchanges and expand the international influence of Chinese culture.
(seven) to safeguard the legitimate rights and interests of literary and art workers and literary and art groups. When the legitimate rights and interests of group members are infringed, protective measures shall be taken according to law.
(eight) entrusted by the Party committee at a higher level to examine, guide and supervise the qualifications of social organizations organized by the literary and art circles and social organizations that study literary and artistic celebrities and masterpieces. ..
The funding sources of Zhejiang Federation of Literary and Art Circles mainly include membership fees, government grants, sponsorship from domestic and foreign groups, enterprises and individuals, and interest. , used to promote literary and artistic creation, cultivate literary and artistic talents, organize literary and artistic activities and the daily expenses of the Federation and its directly affiliated budget units.
The leading bodies of Zhejiang Federation of Literary and Art Circles at this level are the Party Group and Secretariat of the Federation. There are five functional departments directly under it, 1/provincial writers and artists association,1pure public welfare institutions, 6 quasi-public welfare institutions, 3 production and business units and 2 enterprises.
At the beginning of June, 2005, Zhejiang Federation of Literary and Art Circles held the Sixth Provincial Congress. The work report of the Sixth Provincial Federation of Literary and Art Circles summarized the "three advantages" and "three functions" of the Federation, namely, giving full play to the political advantages of the Federation and strengthening the function of promoting advanced culture; Give full play to the talent advantage of the Federation of Literary and Art Circles and strengthen the function of prospering literary and artistic creation; Give full play to the organizational advantages of the Federation of Literary and Art Circles and strengthen the function of participating in social coordination. The general requirements for the work in the next five years are put forward: to further strengthen the overall strength of Zhejiang's literary and artistic creation team, further consolidate the leading position of Zhejiang's literature and art in the country, further enhance the ability of people's organizations to participate in social coordination, and make Zhejiang Federation of Literary and Art Circles the birthplace of literary and artistic works in this province, the gathering place of literary and artistic talents and the exhibition place of literary and artistic achievements, the harmonious home of literary and artistic workers in this province, and an important force to build a cultural province. According to the general requirements, five goals are determined: creating excellence, gathering talents, building brands, providing services and shaping images.
