In March 2009, Shenmu County, Shaanxi Province began to implement the Implementation Measures for Free Medical Care for All in Shenmu County. The "Measures" stipulate that inpatients shall implement the deductible system for hospitalization reimbursement, and the hospitalization medical expenses below the deductible (including the deductible) shall be paid by themselves, and the excess shall be reimbursed, but the accumulated reimbursement for medical expenses per person per year shall not exceed 300,000 yuan. The deductible standard is: 200 yuan per person in township hospitals, 400 yuan per person in county hospitals, and 3,000 yuan per person in hospitals outside the county, and all the excess will be reimbursed.
