Spring and summer are the high incidence of dog injuries. Recently, several vicious incidents broke out one after another: On June 28th, a six-year-old girl in Dalian was bitten to death by a Tibetan mastiff. Just a few days ago, the same Tibetan mastiff almost killed another girl in Yuncheng, Shanxi. Two incidents can't help but remind people that just over a month ago, an old man doing morning exercises in Guizhou was just killed by two dogs in the street.
For large dogs that caused accidents in several incidents, most towns have introduced laws and regulations to prohibit them. To prevent this tragedy from happening again, we must implement these laws and regulations and severely deal with illegal dog owners.
In the eyes of dog owners, dogs are "the most loyal partners of mankind". However, in addition to acknowledging the dog's loyalty to its owner, we should also see the dog's aggression towards strangers. Raising fierce dogs in urban life has constituted a potential violation of public safety. Because of this, most countries have almost strict restrictions on keeping dogs in cities. The United States even introduced the famous "Three Barks Principle", which stipulates that if a pet dog barks more than three times in a row, the owner may face charges of disturbing his neighbors.
On the other hand, in China, pet control not only lacks a unified national standard, but even the "fragmented" control regulations in various cities are often "cut corners" in practice. According to the current situation of rabies prevention and control in China issued by the Ministry of Health in 2009, the number of people injured by animals in China (excluding Hong Kong, Macao and Taiwan) is estimated to exceed 40 million every year. Faced with this situation, supervision and punishment should not be absent.
In fact, just like lamenting the dog's illness today, a few years ago, people also had headaches because of repeated prohibition of drunk driving. Now this phenomenon has been greatly reduced, thanks to the severe punishment of the perpetrators of drunk driving accidents in recent years. Especially in several vicious drunk driving cases that caused many deaths, the perpetrators were all punished as "crimes against public safety", which made people realize the bad drunk driving. At present, most of the punishments for raising dogs and hurting people are only "special tort" clauses in the General Principles of Civil Law. This kind of punishment is difficult to punish and sets an example for such a bad case as the death of Tibetan mastiff. In fact, knowing that it is a fierce dog, it is necessary to raise it and let it run wild in public places. This is the same as drunk driving on the expressway, which is a bad behavior that endangers public safety. In this case, similar legal provisions should also be invoked. This is not to "set an example", but to define the nature of the incident more accurately by legal means.
Keeping a pet is a caring behavior, but if this kind of "caring" is based on increasing the danger of people around you, it becomes a selfish behavior that only considers one's own feelings. In order to prevent innocent people from being hurt again, the law must stand up and speak in time.
