It was written by Yuan Kewen, a famous Kunqu opera master.
Yuan Kewen (1889-1931), courtesy name Baocen and Hanyun, was born in Xiangcheng, Henan Province, a famous Kunqu opera master, and one of the four princes of the Republic of China. Known as the "leader of the Tianjin Youth Gang" during the Republic of China.

He fled to Shanghai, joined the Youth Gang, and opened incense halls in Shanghai, Tianjin and other places to recruit disciples. He died of illness in Tianjin in 1931. He was buried in Yangcun, and Fang Dishan wrote an inscription for him: A man of great talent is a misfortune, but a wise man in his lifetime is a ghost hero.
The meaning of this sentence: Don't envy how many winds and rains there are in high places, and don't go to the highest point of Qiong Tower.
The whole poem is as follows: "Feelings of Encounter No. 1"
At first glance, I am weak and strong, but the ancient platform is desolate and there is a mausoleum.
Bo Feitai’s liquid heart is unstoppable, and the clouds rise from the devil’s cliff, dreaming of soaring.
I occasionally hear the whistle of complaint in the distant forest, and the light turns on in the lonely forest spiritual chamber.
It’s a pity that it’s so windy and rainy at high places, so don’t go to the top floor of Qiong Tower.
Translation of the whole poem: In the cool autumn weather, I barely feel better wearing a coat made of southern silk cotton. When I visited the Imperial Palace in Beijing, I felt that the scenery was blurry and the personnel were totally different. In a person's quiet mind, big delusions of greed and insufficiency suddenly arise, like the divine water in Hua Chi, making waves, making the calm heart never settle.
Occasionally, I hear the sound of a distant flute in the mountains and forests, which makes me feel miserable and sad. So go back to your room, turn on a bright lamp, and relieve your worries. Don't envy how many winds and rains there are in high places, don't go to the highest point of Qiong Tower.

Yuan Kewen is the second son of Yuan Shikai. In 1915, when Yuan Shikai was planning to become emperor, Yuan Kewen wrote this poem and strongly opposed it. "My father stole the throne and changed it to Yuan Hongxian."
One or two sentences of the whole poem express the author's thought: "After seeing these historical traces, why should people take the vanity of the floating world so important?"
Three or four sentences express "If a person is tempted and has wrong thoughts, he will be like clouds and fog, covering his intelligence without realizing it. Once he is possessed, his dreams will be turned upside down and his mind will be turned upside down. He is higher than the sky, wishing to fly to the upper world and become immortal."
The five or six sentences are for his father and brother to wake up. If he wants to calm down the resentment, it is better to truly reflect on his own heart.
Seven or eight sentences advised his father to be content with what he has and never want to be an emperor. When Yuan Shikai read his son's poem, he was furious and immediately put him under house arrest. It was these two sentences that gave him the most headache and the most intolerable thing.
